İSTİKLAL HARBİNDE KUVA-Yİ MİLLİYE SAFINA KATILAN ASKERİ VE MÜLKİ GÖREVLİLERE İSTANBUL HÜKÜMETİ’NİN YAPTIRIMLARI

Özet
I. Dünya Savaşı sonunda Osmanlı Devleti 30 Ekim 1918’de İtilaf devletleri ile Mondros Ateşkes Anlaşmasını imzalamış ve hemen akabinde başkent İstanbul İtilaf devletlerince işgal edilmişti. İtilaf Devletleri anlaşmanın 7. maddesini gerekçe göstererek İstanbul ile başlayan işgal sürecini Anadolu’nun her tarafına taşımanın bahanelerini üretme peşindeydiler. İstanbul hükümeti, İtilaf Devletlerinin işgallerinin geçici olduğuna inanmış veya inanmak zorunda kalmış, işgallere siyasi ya da askeri herhangi bir tepki verememişti. Siyasi idaredeki çaresizlik ve teslim oluş ordunun içindeki, başta Mustafa Kemal ve yakın arkadaşları olmak üzere, birçok vatansever subay ile birtakım aydın ve Anadolu halkının tepkisine sebep olmuştu. Kaderi ile baş başa bırakılan vatansever subay, aydın ve Anadolu insanı İtilaf Devletlerinin saldırı, tecavüz ve işgallerine sessiz kalmamıştı. Mustafa Kemal’in Samsun’a çıkarak başlattığı bağımsızlık mücadelesi kısa bir süre içinde Anadolu’nun hemen her tarafını sarmış ve neredeyse her zümre içinde destek bulmuştu. Mustafa Kemal Paşa Samsun’a çıktıktan sonra bir dizi genelgeler yayımlamak, kongreler düzenlemek, gazeteler çıkarmak ve mitingler tertip etmek suretiyle insanların uyanmasını sağlayarak Anadolu’da milli direnişi başlatmıştı. Bütün bunlarla birlikte işgallerin boyutunun farkında olan Mustafa Kemal, işgallere tepki olarak yurdun farklı bölgelerinde ortaya çıkan Kuva-yi Milliye direnişçilerini bir araya getirerek düzenli bir ordu kurmuş ve bu suretle hem işgalci İtilaf devletlerine hem de ona karşı çıkan İstanbul hükümetine karşı silahlı mücadeleyi de başlatmıştı. Anadolu’da başını Mustafa Kemal Paşa’nın çektiği Milli Mücadeleye gün geçtikçe İstanbul hükümetine bağlı subay ve memurlar da iştirak etmiş ve Milli mücadele giderek güçlenmeye başlamıştı. İstanbul hükümeti ise Kuva-yi Milliye ve Milli mücadeleyi destekleyeceği yerde bu oluşumu engellemek ve ortadan kaldırmak için büyük yaptırımlar uygulamaya çalışmıştı. Bu çalışmada İstiklal Harbi’ne katılan subay, mülki memurlar ve halka karşı İstanbul hükümetinin uyguladığı baskılar ve yaptırımlar Osmanlı ve Cumhuriyet arşivlerinden temin ettiğimiz belgeler ışığında ele alınacaktır.
Abstract
At the end of WWI, Ottoman Empire signed Mudros Armistice Agreement with Entente Powers in 30 October 1918 and soon after, the capital, İstanbul was occupied by Entente Powers. The Allies was seeking to pretext to carry the occupation which started in İstanbul to the whole Anatolia reasoning the 7th article in the agreement. İstanbul Government believed or was to believe that the occupations were temporary and could not give a political or military reaction to the occupations. The desperation and submission of the authority caused eyebrows of many patriot officers, especially Mustafa Kemal, and some intellectuals, also Anatolian people to raise. The patriot officers, intellectuals and Anatolian people who left their fates did not stay silent to the attacks, rapes and occupations of the Allies. The independence fire which Mustafa Kemal started stepping Samsun covered almost all sides of Anatolia and found support from nearly all classes in a short time. Mustafa Kemal Pasha started the national resistance by waking up the civil by issuing a series of circulars, organizing congresses, publishing newspapers and arranging meetings. Besides, Mustafa Kemal, who is aware of the aspects of occupations, gathered the National Forces, which showed up in different parts of the country as a reaction to the occupations, and set up a regular army and by this means, started an armed fight against both the Allies and İstanbul Government which is against him. Day by day, officers and officials who are bounded to İstanbul Government joined the Independence War, which was leaded by Mustafa Kemal Pasha and Independence War was increasingly started to get stronger. Moreover, İstanbul Government tried to implement sanctions to hinder and annihilate this organization instead of supporting National Forces. In this study, the sanctions and oppressions of İstanbul Government implemented on the local authorities, officers and public which align themselves with the National Forces during Independence War are discussed under the light of documents provided from the Ottoman and the Republic Archives
