Özet

Bu makale Erken Cumhuriyet döneminde Türk kamu yönetimindeki merkezileşme eğilimleri üzerine odaklıdır. Osmanlı Devleti’nin yetki genişliğinin sınırlarını aşan idari mirasının Türk Devrimi sürecinde geçirdiği değişimleri ortaya koymak çalışmanın temel amacıdır. Çalışmada; yerel yönetim kurullarının yeniden belirlenmesi, bu meclisler için getirilen denetim ve kayıtlar, valilerin konumundaki değişimler ile mülki teşkilattaki yeni düzenlemeler merkezileşme boyutundan incelenmiştir. Yeni düzenlemelerin hukuki içerikleri yanında, taşranın sınıfsal konumuna özellikle yer verilmiş, merkezileşmenin nedenleri taşra sınıf ilişkileri boyutundan da okunmaya çalışılmıştır.

Abstract

This article is focused on the trends of centralization in the Turkish public administration during the Early Republican period. It is the main purpose of this study to bring up the transformations in the administrative legacy of the Ottoman Empire which exceeds the limits of its extension of authorization. In this study, the redetermination of the local boards’ powers and the introduction of supervision and records for such councils, the changes in the position of the governors and the new arrangements in the administrative organization are examined from the dimension of centralization. In addition to the juridical contents of the new arrangements, it is particularly given place to the class position of the provinces, and also the reasons for the centralization are tried to be understood from the dimension of the provincial relationships.
