Özet
Belediye harcamalan içinde personel giderleri önemli bir kalem olmasına karşın, ne yazık ki personelin etkin çalıştığı, dolayısıyla belediyelerin yükümlü olduğu görevleri sağlıklı olarak yerine-getirdiği söylenemez. Bu sorun, yerel yönetimlerde hizmet içi eğitimle ilgilidir. Bu çalışmanın temel konusu da yerel, yönetimlerde hizmet içi eğitimdir.
Abstract
Although, the personnel expenditures are an important item in the municipality budgets, unfortunately, we can not say that the personnel are effective, and consequently the municipalities are not able "to function properly. This problem is concerned with the in-service training in local governments. The main subject of this study is in-service training in local governments.
