Özet

Henüz içinden geçmekte olduğumuz pandemi ile başa çıkabilmek için birçokülke çeşitli tedbirler ve yasaklayıcı kararlar almıştır. Bu önlemler, her ne kadarsalgının yayılımını azaltmak için oluşturulmuş olsa da birçoğu temel insan hak veözgürlüklerinin kısıtlanması haline gelmiştir. Bu yeni uygulamalardan toplumdaki çeşitli kesimler farklı şekillerde etkilenmiştir. Uluslararası ekonomik kuruluşlar ortaya çıkan eşitsizlikleri salgına bağlamakta ve salgın sonrası için “dünyanınyeni bir ekonomik sisteme hazırlıklı olması gerektiğini” belirtmektedir. Oysa buçalışmada, yaşanan dönüşümün salgından kaynaklı olmadığı “genişleyen yeniden üretim sürecinin” devamlılığı için üretim sistemlerindeki dönüşümdenkaynaklandığı ileri sürülmektedir. Zira salgın, tarihsel süreçte kapitalist üretimsisteminin ihtiyacı olan radikal düzenlemelerin yapılması için önemli bir “fırsat” doğurmuştur. Çalışmada genişleyen yeniden üretim sürecinin mekanik birtekrar olmadığı ortaya koyularak Fark Yaratarak Genişleyen Yeniden Üretim’innasıl geliştiği ve hangi kurumsal müdahalelere gerek duyduğu tartışılmıştır. Ardından sermaye birikiminin krize girmemesi için üretim tekniklerindeki değişimirdelenmiştir. Sanayi 4.0 neticesinde ortaya çıkan işsizliğin, Taylorist, Fordist vePost-Fordist üretim modellerinin ortaya çıkarttığı işsizlikten farkı ortaya koyulmuştur. Sanayi 4.0’ın “küresel değer zincirlerini” parçalaması ve ortaya çıkacakyeni rekabet sürecinde hem sınıf içi (sermaye-sermaye) hem de sınıflar arası(sermaye-emek) çatışmanın daha da artacağı öngörülmüştür. Zira artan işsizlik ve iflaslar toplumsal uzlaşıyı bozacağından siyasal yansımalar da olacaktır. Buaşamada devletin daha etkin bir rol alması beklenmektedir. Salgınla birlikte yeniden “Refah Devleti” ve “Temel Gelir” gibi tartışmaların gündeme gelmesi de buanalizleri desteklemektedir. Covid 19 pandemisinin yayılımının önüne geçilmesiiçin alınan tedbirler, kapitalist üretim ilişkilerindeki dönüşümü hızlandırıcı vedestekleyici etkide bulunmuştur.

Abstract

Many countries have taken various measures and made prohibitive decisions inorder to cope with the pandemic we are currently experiencing. Although thesemeasures were created to reduce the spread of the pandemic, many of themhave become restrictions of basic human rights and freedoms. Various segmentsof society have been affected in different ways by these new practices. International economic organizations attribute the emerging inequalities to the pande-mic and state that “the world should be prepared for a new economic system” inthe post-pandemic period. However, in this study, it is argued that the transformation experienced is not caused by the pandemic, but by the transformationin the production systems for the continuity of the “expanding reproductionprocess”. Because the epidemic has created an important “opportunity” for theradical arrangements needed by the capitalist production system in the historical process. In the study, it was demonstrated that the expanding reproductionprocess is not a mechanical repetition, and it was discussed how the ExpandedReproduction by Making a Difference has developed and which institutional interventions it needs. Then, the change in production techniques was examinedin order to prevent capital accumulation from going into crisis. The differencebetween unemployment resulting from the Industry 4.0 and unemployment caused by Taylorist, Fordist, and Post-Fordist production models was demonstrated. It was predicted that Industry 4.0 will break the “global value chains” and inthe new competition process that will emerge, both intra-class (capital-capital)and inter-class (capital-labor) conflict will increase even more. As the increasingunemployment and bankruptcies will disrupt social consensus, there will be political reflections. At this stage, the state is expected to take a more active role.The fact that discussions such as “Welfare State” and “Basic Income” came to the.agenda once more with the pandemic supports these analyses
