Emek Gelirlerinde Asgari Geçim İndiriminin Etkinliği Üzerine Karşılaştırmalı Bir Analiz

Özet
Asgari ücret düzenlemesi emek gelirlerinin güvence altına alınması için önemli olmakla birlikte bu gelir unsurunun vergi yükü nedeniyle erozyona uğratılma- ması da gereklidir. Asgari geçim indiriminde hem belirli bir gelir diliminin vergi dışı bırakılması (veya vergi yükünün azaltılması) hem de bireyin özel durumuna göre net ele geçen gelirin artırılması söz konusudur. Türkiye’de son 20 yıllık dö- nemde asgari ücret ortalama ücrete yaklaşmış ve asgari ücretin toplam emek gücü içindeki payı ise artmıştır. Bu nedenle AGİ (asgari geçim indirimi) etkinli- ğine ilişkin analizlerde asgari ücret gelirleri referans olarak alınmıştır. Bu kap- samda 2021 yılına kadar Türkiye’de uygulanmış olan AGİ etkinliğinin analizi için gözlem konusu ülkelerde asgari ücret gelirleri üzerindeki ortalama efektif gelir vergisi oranları hesaplanmış, çok varyasyonlu AGİ indirimleri dikkate alınarak nominal ve efektif gelir vergisi oranları karşılaştırılmıştır. Çalışmadaki bulgulara göre 2021 yılı itibariyle Türkiye’de 2 çocuklu ve eşi çalışmayan bir asgari ücretli net asgari ücret üzerinden %3.2 gelir vergisi öderken, Belçika ve İspanya’da ise aynı asgari ücretlinin efektif gelir vergisi oranının sıfır olduğu tespit edilmiştir.
Abstract
Although the implementation of the minimum wage regulation in the wage mar- ket is an important development for the labor force, it is also necessary that this income element should not be eroded due to the tax burden. In the minimum living allowance, there is both the exclusion of a certain income segment (or reduction of the tax burden) and the increase of the net income according to the individual’s special situation. In the last 20 years in Turkey, the minimum wage has approached the average wage and the share of the minimum wage in the total labor force has increased. For this reason, minimum wage incomes are taken as reference in the analyzes regarding the efficiency of MLA (mini- mum living allowance). In this context, the average effective income tax rates on minimum wage incomes in the countries under observation were calculated for the analysis of the MLA effectiveness implemented in Turkey until 2021 and nominal and effective income tax rates were compared, taking into account the multivariate MLA deductions. According to the findings of the study as of 2021 in Turkey a minimum wage worker with 2 children and an unemployed spouse pays 3.2% income tax on the net minimum wage, while this rate is found to be zero in Belgium and Spain.
