THE INSTITUTION OF NAVAL ATTACHÉ AS AN APPLICATION OF MODERNIZATION IN THE OTTOMAN EMPIRE

Özet

Bu makalede, Osmanlı Devleti’nin son dönemlerinde uygulamaya konulanataşenavallik kurumunun gelişimini incelemek amaçlanmıştır. Uygulamanın işleyiş,modernleşme ve istihbarat gibi yönlerinin vurgulandığı çalışmada, ataşenavallerinçeşitli diplomatik temsilciliklerdeki faaliyetleri ele alınmıştır. Yaklaşık elli yıllıkbir süreci kapsayan ataşenavallik kurumunun Bahriye Nezareti ve sefaretlerle olandurumu da incelenmiştir.Ataşenaval, elçiliklerin denizcilik alanında görevli askeri memurudur. OsmanlıDevleti de, süreç içerisinde, başta İngiltere olmak üzere dünyanın önemli denizcidevletleri nezdine ataşenavaller tayin etmiştir. Osmanlı sefaretlerinde kurumsalanlamda diplomatik temsil vazifesini yerine getiren ataşenavaller, genel olarak,Osmanlı bahriyesinin silah, gemi ve çeşitli araç-gereç alımlarına nezaretle denizistihbarat faaliyetlerinin yürütülmesi gibi görevleri yerine getirmişlerdir. Ayrıca buuygulamayla, personelin eğitimi ve deneyim kazanması da amaçlanmıştır.

Abstract

This article, aimes to introduce the development of the institutions of naval attachésin the Ministry of Marine, which have been founded in the recent times inthe Ottoman State. It discusses the function modernization, and intelligence of navalattaché and activities in various diplomatic missions. Furthermore, it examines theconnection with the Ministry of Marine, which has been approximately since thelast 50 years.Naval Attachés is the term for a military who works in the naval field of embassies.The Ottoman State, has assigned naval attachés to the United Kingdom and tothe other most important naval states in the world. Naval Attachés fulfill the dutyof diplomatic representation in Ottoman embassies. They are usually vested withthe authority to purchase weapons, ships and various other battle equipment, andthey have fulfilled tasks such as the execution of naval intelligence activities. In theapplication of modernization the naval attaché has been assigned to train personnelin order to give them more experiences.
