Sovyet Kazakistan’ında Eğitimin Genel Durumu (1930-1940)

Özet

Çarlık Rusya’sının yıkılmasından sonra Bolşevikler çok milletli, çok dilli ve çok dinli bir görünüm sergileyen Sovyetler İttifakı içerisinde yer alan uluslara ilk aşamada “saygılı” davranmışlar, fakat çok geçmeden ulusal politikalarını “Sovyetleştirme” siyaseti üzerine inşa etmişlerdir. Bu durum sosyal hayatta kendisini bir “Sovyet halkı oluşturmak” şeklinde göstermiştir. Birlik içerisindeki söz konusu farklılıkların ortadan kaldırılarak “tek tip Sovyet insanı modeli” ni oluşturmak ana hedef haline getirilmiştir. Bu politikanın alt yapısını oluşturmak için gayr-i Rus halkların eğitim sistemine el atılmış; yerli mektepler kapatılarak, tek tip Sovyet mektepleri kurulmuş ve eğitim sistemi merkezileştirilmiştir. Eğitimin üst yönetimlerine Ruslar yerleştirilmiş ve eğitim, Rus diline dayandırılmıştır. Bu çalışmada Sovyet Kazakistanı’nda eğitimin 1930-1940 yılları arasındaki genel durumu ele alınarak, Sovyet eğitim sisteminin Kazakistan’daki uygulamalarına yer verilmiştir.

Abstract

After the collapse of Tsarist Russia, the Bolsheviks respected nations in the Soviet Union,which were multinational, multilingual and multi-religious. But they soon built their national policies on a policy of Sovietization in all areas. This manifested itself in the social life as the creationof a new Soviet people. In order to establish the infrastructure of this policy, the education systemof the non-Russian peoples was taken up; by closing local schools, one type of Soviet schools wereestablished and the education system was centralized. The Russians were placed at the top of thetraining and the training was based on the Russian language. In this study, the general situation ofeducation in Soviet Kazakhistan was discussed and the practices of the system of Soviet educationin Kazakhistan were covered
