Abstract
The XIXth century was a period of drastic changes and transformations for structureurban and society of the Ottoman Empire. During this era, the political élite understood thatthe state and society needed to modernize itself and they tried for it. In this study, childbeggars in the modernization process will reveal how they expresses a serious social problemfor the Ottomans. The measures taken by the Ottoman administration to prevent socialabuses related to beggars and to face the needs of child beggars and to reintegrate them intothe society will be studied as well.
