Postkolonyal Teori Bağlamında Sığınmacı Kadınlar: Suriyeli Kadın Sığınmacıların Türkiye’deki ‘Geçici’ Durumu

Özet
Bu makale postkolonyal feminist tartışmalar içinde ele alınan madun kavramı üzerinden Türkiye’deki sığınmacı kadın statüsünü tartışmaktadır. Tartışmamın amacı, sığınmacı olmanın yarattığı olumsuz koşulları kadınların erkeklerden daha katmanlı yaşadığını açığa çıkarmaktır. Bu bağlamda ‘madun’ kavramı hiçbir yerde sesi çık(a)mayan ya da duyul(a)mayan sığınmacı kadınları ifade etmek, açıklamak için kullanılan bir kavram olması vesilesiyle analizimin temel çerçevesini oluşturacaktır. Tartışmamın odağında, çoğunlukla çatışma bölgelerinden kaçan ve Türkiye’de üçüncü bir ülkeye yerleşmek üzere “geçici” olarak bulunan Suriyeli kadın sığınmacılar vardır. Bu bağlamda makale öncelikle Suriyeli kadın sığınmacıların bu ‘geçici’ olma durumundan nasıl etkilendiklerini ele almaktadır. Zira Türkiye’de, sınırlarının doğusundan bir ülkeden gelen kimseye kalıcı mültecilik statüsü verilmemektedir. Daha sonra da makalede Doğulu olmanın, geçici olarak yabancı bir devletin himayesinde bulunmanın ve kadın olmanın yarattığı birbirine geçişli dışlanma pratikleri postkolonyal feminist tartışmalarının yarattığı zeminden faydalanarak birbiriyle etkileşimi içinde değerlendirilmektedir.
Abstract
In this paper, I will discuss the status of asylee women through the concept of subalterns that is addressed within the scope of postcolonial feminist discussions. The aim of the paper is to shed light to the fact that women experience the negative conditions arising from being an asylumseeker in a more stratified manner than men. In this context, the concept of subalterns will constitute the basic framework of the analysis on the grounds of being a concept employed to express and to explain asylee women whose voice is not (cannot be) raised or heard in any environment whatsoever. The focus point of the discussion will be on the asylee women from Syria who have mostly fled conflict areas and are residing in Turkey “temporarily” to be subsequently resettled in a third country. The paper will firstly address how this “temporary” status affects the lives of these Syrian woman asylum-seekers. As is known, Turkey does not grant a permanent refugee status to anyone coming from a country that is located to the East of its borders. Therefore, secondly the intermeshing practices of ostracisation experienced by women due to their status as women from the East under the temporary protection of a foreign government will be addressed within a context of mutual interaction on the basis offered by postcolonial feminist discussions.
