Konumsal Web Servisleri İçin INSPIRE Metaveri Modelinin İrdelenmesi: TUCBS İçin Öneriler

Özet
odern CBS ve konumsal veri altyapıları (KVA) incelendiğinde, merkezi ve tekil kullanıcılı yapılardan, dağıtık ve çok kullanıcılı yapılara geçildiği ve çalışma ortamının hızla çevrim içine kaydığı görülmektedir. Konumsal veriye erişim ve paylaşımda ağ ortamının yoğun kullanılmasıyla birlikte, konumsal web servislerinin kullanımı da hızla artmıştır. Günümüzde mevcut verinin kullanımı ile ilgili en büyük zorluk, veriyi arayıp bulma ve verinin istenilen amaca uygunluğunu tespit etmek için harcanan zaman ve kaynak kaybıdır. Bu noktada yeterli miktarda, doğru ve standart olarak toplanmış metaverilerin önemi ortaya çıkmaktadır. Metaveri, istenilen amaca hizmet edebilecek en uygun veriyi bulmaya, ona ulaşabilmeye ve onu doğru şekilde kullanabilmeye olanak sağlar. Hızla artan KVA uygulamalarının temel bileşenleri arasında metaveri ve web servisleri bulunmaktadır. Avrupa KVA'sı INSPIRE kapsamında da, üye ülkelerden mevcut konumsal veri setleri ve servisleri için uygun metaverileri toplamaları ve bu metaverileri sürekli güncel tutmaları beklenmektedir. Bunun için üye ülkelerin esas alacağı, ISO standartlarına dayandırılan bir metaveri profili oluşturulmuştur. Ülkemizde de TUCBS ismiyle INSPIRE'ı temel alan ulusal KVA kurma faaliyetleri devam etmektedir. Bu çalışmada; INSPIRE'ın servis metaverisi profilinin doğru şekilde anlaşılmasını sağlamak ve INSPIRE'da tespit edilen hata ve eksikliklerden hareketle TUCBS için önerilerde bulunmak amaçlanmıştır. Bunun için INSPIRE metaveri modeli irdelenmiş, ISO 19106'da yer alan prensiplere göre ISO 19115 ve 19119 standartlarına uygunluğu ortaya konulmuş, INSPIRE geoportalında bulunan metaveri toplama ve doğruluma araçları incelenerek test edilmiş ve tespit edilen hata ve eksiklikler belirtilmiştir. Ayrıca TUCBS metaveri profili de genel olarak değerlendirilmiştir. Çalışma sonucunda, TUCBS için geliştirilen servis metaveri profili ve kurulacak geoportal için çeşitli önerilerde bulunulmuştur. Çalışmanın tamamında sadece servis tipindeki veri kaynakları esas alınmıştır.
Abstract
When you examine the modern GIS and spatial data infrastructures (SDI), you see that distributed and multi-user structures are preferred rather than central and single user structures, and also you realize that most of the applications run on the on-line. The utilization of geospatial web services has been increased very much with the concept of accessing and sharing geospatial data on the web. Today's the most challenging issue about the usage of existing data is the effort and time spent for discovering the appropriate data and evaluating it. In this point, we face with the importance of adequate, accurate and standardized metadata. Metadata enables to discover the data which serves to the users' needs; provides the way how to access and facilitates the usage of it. One of the main components of the today's rapidly increasing SDI applications are metadata and web services. Within the scope of European SDI -INSPIRE, it is expected from member nations to collect appropriate metadata for their existing dataset and services and keep them up-to-date. For this, an ISO conformant metadata profile has been prepared which the nations have to comply. Nowadays studies for establishing national SDI, named TNGIS, which is based on INSPIRE is going on in our country. In this study; to help understanding the INSPIRE service metadata profile properly and to make proposals for TNGIS based on the errors and omissions of INSPIRE was aimed. For this, INSPIRE metadata model was examined, the compliance of INSPIRE to ISO 19115 and 19119 according to ISO 19106, were stated. Metadata editor and validator tools of INSPIRE geoportal examined and tested and errors and omissions were presented additionally. And also a general evaluation was made about metadata profile of the TNGIS. At the end of the study, various proposals for the service metadata profile of TNGIS and for its geoportal were made. Just only service resource type has been taken into consideration for this study.
