Özet
Avrupa Konseyi, Avrupa Yerel Yönetimler özerklik Şartını hazırlamış ve 1985yılında imzaya açmıştır. Özerklik Şartı yerel yönetimlerin haklarım korumak amacıyla ortak Avrupa standartlarını düzenlemektedir. Avrupa Konseyi, bölgesel yönetimler için de benzer bir belgenin oluşturulması amacıyla çalışmalar başlatmıştır. Yerel ve Bölgesel Yönetimler Kongresi ve Yere! ve Bölgesel Demokrasi Komitesi 'nin (CDLR) ortak çalışmaları, üye ülkelerin kurumsal gelişmelerine yardım etmek amacıyla, bir "Bölgesel Demokrasi İçin Başvuru Çerçeve Belgesi" hazırlamanın önemini ortaya koymuştur. Bu ortak yaklaşımla hazırlanan belge, 2009 yılında Utrecht'de gerçekleştirilen Yerel ve Bölgesel Yönetimlerden Sorumlu Avrupa Bakanları Konferansı 'nda kabul edilmiştir. Bu belge, bir bölgeselleşme sürecine başlamak ya da bölgesel yapılarında reform yapmak isteyen hükümetler için bir rehber olarak kullanılmak amacıyla hazırlanan bir başvuru metni, Bakanlar Komitesi nin ve Kongre 'nin aldığı kararların bir derlemesi ve bir sentezidir.
Abstract
The Council of Europe drew up the European Charter of Local Self-Government and opened for signature in 1985. The Charter lays down common European standards to protect the rights of local authorities. The Council of Europe has also started works to prepare a similar document for the regional authorities. The work of the Congress of Local and Regional Authorities and European Committee on Local and Regional Democracy (CDLR) demonstrates the importance of providing member states with a "Reference Framework for Regional Democracy" to help them with their institutional development. The Reference Framework drawn up with this common approach has been adopted by the European Ministers Responsible for Local and Regional Government at the Utrecht Conference in 2009. This document is a compilation and a synthesis of decisions by the Ministers and the Congress, serving as a reference point for any government wishing to begin a process of regionalization or reform of its regional structures.
