Yolsuzluğun sosyo-politik dinamikleri: AB ülkeleri üzerine bir analiz

Özet
Yolsuzluk, ülkelerin ekonomik, politik, yasal, sosyal ve kültürel özelliklerine dayanan bir olgudur. Bu çalışmanın amacı, yolsuzluğa yol açan; demokrasi, hukuk sistemi, eğitim kalitesi, etnik farklılık ve Protestan gelenek gibi ekonomik olmayan faktörler ile yolsuzluk arasındaki ilişkiyi test etmektir. Bunun için 25 AB ülkesi için, 2004-2007 yılları ortalaması alınarak yatay-kesit veri yöntemi uygulanmıştır. Elde edilen tahmin sonuçlarına göre; demokrasinin, hukuk sisteminin, eğitimin ve Protestan geleneğin yolsuzluk üzerinde istatistiksel olarak anlamlı bir etkiye yol açtığı tespit edilmiştir. Buna göre; ülkelerin zayıf demokrasiden güçlü bir demokrasiye geçmeleri, yolsuzluğu azalmaktadır. Ülkelerin etkili bir hukuk sistemine ve eğitim sistemine sahip olmaları da yolsuzluğu azaltmaktadır. Ayrıca Protestan geleneğin yüksek bir seviyede olduğu ülkelerde, yolsuzluk daha düşük seviyelerde gerçekleşmektedir. Bununla birlikte bu çalışmaya göre etnik farklılıkların yolsuzluk üzerinde istatistiksel olarak anlamlı bir etkisinin olduğu bulgusuna ulaşılmamıştır.
Abstract
The roots of corruption are grounded in a country's economic, political, legal, social and cultural history. The aim of this paper is to empirically test a model that associates non-economic factors such as democracy, law system, education, ethnic frac-tionalization and Protestant tradition with average corruption rates in a cross-section of 25 Europe countries between the years 2004 and 2007. The empirical results of the study found that democracy, law system, education and Protestant tradition were statistically significant determinants of corruption. In this respect, a country's transition from weak democracy and powerful democracy reduces corruption. An effective law system and education system also decrease corruption. Moreover, it was found that corruption was low in countries with the dominant Protestant tradition. However, in this study, ethnic fractionalization was not found to be statistically significant determinant of corruption.
