Özet

Yerel yönetim bütçesi, yerel iktidarı elinde bulunduran yönetimin, kamu hizmeti anlayışının bir yansımasıdır. Yerel yönetimlerin sürdürülebilir bütçelere sahip olması, sağlıklı ve ideal bir bütçe açısından büyük önem arz etmektir. Çalışmada belediyelerin gelirleri ve harcamaları arasındaki ilişkiyi inceleyen ve gelir-harcama paradoksu olarak bilinen hipotezlere Türkiye'deki belediyelerin uyumluluğu incelenmiştir. Çalışmada ele alınan istatistiki sınamalar iller bazında ilçeleri kapsayacak şekilde kümülatif olarak kullanılmıştır. Veriler çalışma dönemi olan 2007:Q1-2011:Q4 zaman periyodun için panel veri analiz tekniklerinden yararlanılarak değerlendirilmiştir. Araştırma sonucunda elde edilen temel bulgu Türkiye'de belediye bütçelerinin mali senkronizasyon hipotezini destekler bir nitelik gösterdiğidir

Abstract

The local government budget is the reflection of the public service perception of the administration holding local power. The right of local governments to have sustainable budgets is highly important for a sound and ideal budget. This study examines the coherence of the municipalities in Turkey to those hypotheses known as income-expenditure nexus, which that examine the relationship between the incomes and expenditures of the municipalities. The statistical tests conducted in the study are used as cumulative so as to comprise the districts on the basis of provinces. The quarterly data for the 2007:Q1-2011:Q4 period are assessed via panel data analysis techniques. The basic finding of the research is that the budgets of the municipalities in Turkey display features that support the fiscal synchronization hypothesis
