Özet

Bir değer olarak eşitlik, tüm ideolojik ve siyasal yaklaşımlar açısından vazgeçilmeyen bir ilke; ancak tanımlanması da, gerçekleşmesi de kolay değil. Her şeyden önce “hangi ilişki veya hangi konuda eşitlik” gibi bir soruyla tamamlanmaya ihtiyaç göstermekte; buna göre eşitliğin niteliği değişmektedir. Öte yandan eşitlik, ideolojik-siyasal yaklaşımlara göre farklı anlamlar kazandığı gibi, fırsat eşitliği veya sonuçlarda eşitlik gibi gerçekleşme boyutlarına göre de farklılaşabilmekte. Eşitlik ilkesine sosyal devlet açısından bakıldığında, esas olarak sosyo-ekonomik hakların piyasa dışına çıkarılması ve gelirin yeniden bölüşümünde daha eşit ve daha adil bir bölüşümün hedefenmesi bağlamında değerlendirilmesi gereken bu devlet anlayışının sosyal eşitlik ve sosyal adalet gibi hedeferi olduğu yadsınamaz. Ne var ki sosyal devlet içinde birçok modeli barındıran jenerik bir kavram olduğundan, sosyo-ekonomik hakların ve buna bağlı olarak sosyal eşitliğin gerçekleşme düzeyi de modellere göre çok farklılaşabilmekte. Sosyo-ekonomik haklar ve bu konulardaki eşitlik talepleri açısından ülkede benimsenen siyasal ekonomi anlayışı temel değişken; günümüzün küresel kapitalizm gerçeği ve neoliberal politikaları çerçevesinde sosyal devletin her ülkede gerilemesi gibi, toplumsal ve küresel eşitsizliklerin artması da kaçınılmaz. Yalnız uygulamalar anlamında değil, bir değer olarak da gerileyen eşitlik ilkesinin yeniden değer kazanması için, küresel bir dayanışma ve mücadeleye ihtiyaç olduğuna da kuşku yok.

Abstract

Equality as a value is an indispensable principle of all the ideological and political approaches but its description and its realization is not easy at all. The quality of equality differs according to the answer of the question, “Equality in which relationship and in which subject?” On the other hand, equality, which has different meanings according to different ideological-political approaches, differs according to the realization of the equality of opportunity and the equality in results. The principle of equality from the perspective of the social state emphasizes on the de-commodification of the socio-economic rights and the equal and fair re-dist ribution of income. Hence, it cannot be denied that the social state has objectives such as social equality and social justice. Given that the social state is a generic term, which includes many different models, the realization of the socio-economic rights and the demands of equality differs according to these models. The country’s approach to the political economy is the fundamental variable of the socio-economic rights and the demands of equality. The decline of the social state in every country and the increase in social and global inequalities is inevitable in global capitalism through neoliberal policies. There is no doubt that we need global solidarity and struggle to re-gain the principle of equality, which deteriorates not only in policies but as a value as well.
