Özet

“Şehir hakkı” David Harvey tarafından, kenti değiştirerek kendini değiştirme hakkı olarak yorumlanmıştır. Henry Lefebvre’nin kavramsallaştırmasıyla faili işçi sınıfıdır. Değişim değerinin karşısına katılım hakkını, sahiplenme hakkını ve kullanım değerini yerleştirmektedir. Tek ve kolektif bir haktır. Kenti değiştirme meselesini nihai bir varış noktası olarak değil, dünyayı değiştirme pratiği içinde bir uğrak olarak düşünmeyi gerektirir. “Kentli hakları” ise kabaca şehir hakkının makulleştirilmiş halidir ve kentte var olan hizmetlere erişimi ifade etmektedir. Bireyseldir ve bir haklar kümesidir. Avrupa Kentsel Şartı gibi “hukuk” metinlerine dayanmaktadır. Bu anlamda şehir hakkı kavramı emek-sermaye çelişkisi üzerinde temellenen ve sınıfsal duruma işaret eden bir olguyken, kentli hakları kavramı ise bu çelişkiyi yeniden üreten ve sınıfsal konumları dışlama eğilimi gösteren bir araçtır. Kentli hakları kapitalizme içkin çelişkileri gizleyerek ideolojik bir işlev görür. Bu çalışmada şehir hakkı ve kentli haklarının kavramsallaştırılmaları ve ait oldukları evrenler arasındaki farklılıkların açıklanması, failin şehir hakkı mı yoksa kentli hakları mı talep ettiğinin saptanması amaçlanmaktadır. İşçi sınıfının şehir hakkının faili olarak ele alınacağı bu çalışmada, kol emeğinden çok jest, mimik ve bilgisini kullanarak artı değer yaratan kesimin üretim ilişkileri içinde bulundukları nesnel konumları dolayısıyla işçi sınıfına mensup oldukları düşüncesinden hareket edilecektir. Bu gruba mensup kişiler örneklem olarak ele alınacak ve gerçekleştirilecek yüz yüze görüşmeler ile failin eğilimine ilişkin bir fikir edinilmeye çalışılacaktır.

Abstract

David Harvey is interpreting “the right to the city” as the right of changing oneself by transforming the city. According to Henry Lefebvre, its actor is the working class. It puts the right to participate and to appropriate and the use value against the exchange value. It is a single and collective right. It obligates to consider the problem of transforming the city not as the ultimate goal, but as a moment in the process of transforming the world. Although the ‘urban rights’ are roughly the reassessment of the right to the city in a negative way. It includes the access to the public services in the city. It is an individual set of rights. It is based on legal texts such as European Urban Charter. Thus, we can say that the right to the city is based on the contradiction between the labour and the capital which refers to social classes. However, the urban rights is a mean that excludes class based approach and it reproduces the contradiction between the labour and the capital. Urban rights function as an ideology that conceal the contradictions of capitalism. The aim of this study is to detect the theoretical differences between two concepts and to find out whether the actor is claiming the right to the city or urban rights. Within the scope of the study, we determined the working class as the actor and we focused on the people working in service industry. We think that they are a part of the working class because of their places in the production relations. We conducted semi-structured interview swith the service industy workers to explore their claims about the city.
