TÜRKİYE’DE KEMALİST BASININ GELİŞİM AŞAMALARI VE BİRİNCİ BASIN KONGRESİ (1935)

Özet
Mustafa Kemal, Millî Mücadele’yi yürütecek kadroları oluştururken aynı zamanda bu mücadeleye destek verecek Anadolu basınının kurulmasını da sağlamaya çalışmaktaydı. Ankara, Millî Mücadele’nin ana merkezi olarak belirlenince, Kemalist basının oluşum süreci asıl olarak burada şekillenmeye başlamıştı. Millî Mücadele döneminde ve Cumhuriyet’in ilk yıllarında Kemalist kadroları en fazla zorlayan konulardan biri, İstanbul basının Ankara karşıtı eylemleriydi. Ancak 1925’te başlayıp 1927’de sonlanan Takrir-i Sükûn sürecinde, İstanbul basınının etkisi büyük oranda azalmıştı. Bu sürecin ardından Türkiye’de kültürel anlamda büyük bir değişim süreci başlamıştı. 1930’lardan itibaren daha da hızlanan bu süreçte, Türk basınının üstlenmesi gereken görevler de belirlenmişti. Kemalist yönetim, basın kuruluşlarının inkılâp prensiplerine, devletin siyasetine ve milletin ihtiyaçlarına uygun hareket etmesini, devlet ile bir arada ve uyum içerisinde çalışmasını istemekteydi. Millî Mücadele’ye ve Cumhuriyet’in ilk yıllarına ait basın konusundaki deneyimler, 1931’de kabul edilen Matbuat Kanunu’nun içeriğini belirlemişti. 1931-1935 yılları, Kemalizm’in ideolojik ve kültürel olarak yerleşmeye başladığı dönemdi. Birinci Basın Kongresi, 1930’ların başından itibaren oluşan bütün bu gelişmelerin neticesi olarak ortaya çıkmış bir organizasyondu. Basın Genel Direktörlüğü ile gazeteciler arasında iş birliğinin elde edilmesini sağlamak, Türk basınının kültür yayma görevlerini yerine getirebilmesi için gereken şartları belirlemek, gazetecilik mesleğinin ilerleme yollarını saptamak amaçlanıyordu. Türkiye’nin ilk basın kongresi 1935’te Ankara’daki Dâhiliye Vekâleti konferans salonunda yapılmıştı. İstanbul, Ankara’ya göre matbaa ve gazeteler konusunda daha ileri konumdaydı ve kongre burada düzenlenebilirdi. Ankara’nın tercih edilme nedeni, Kemalist Türkiye’yi en iyi temsil eden mekân olmasıydı. Birinci Basın Kongresi’nin ilk gününden son gününe kadar yapılan bütün konuşmalarda, Millî Mücadele’yi sembolleştiren unsurlar ve Kemalist yönetime ait öğeler ön plana çıkarılmıştı. Kongreye devlet bürokrasisinin ve CHP yönetiminin katılımı yüksekti. Kongredeki konuşmalarda, Kemalist yönetimin basına değer verdiği ve bu sebeple Kemalizm’e ait ideallerin tanıtılması ve toplumun kültürel eğitiminin yükseltilmesi konusunda gazetelerin yardımcı olması istenmekteydi. Kongrede tartışılacak konuların tespit edilebilmesi için işbirliği, kültür ve meslek komisyonları kurulmuştu. Bu komisyonların hazırladığı raporlarda gazete sayfalarının azaltılması, doğru, ciddi habercilik yapılması, halkın aydınlatılması ve kaliteli gazetecilik anlayışının yerleştirilmesi talep edilmekteydi. Üç gün süren kongredeki görüşmelerde, Türk Basın Birliği’nin kurulması, gazeteler arasındaki sayfa yarışının durdurulması ve nicelik gazeteciliğinden nitelik gazeteciliğine geçilmesi gibi öneriler öne sürülmüştü. Alınan karar gereğince İstanbul, Ankara, İzmir, Adana ve Trabzon’da Basın Birlikleri kurulmuştu. Bu birlikleri temsil edecek Türk Basın Birliği’nin kuruluşu ise 14 Temmuz 1938’de mümkün olabilmişti. Bu yıllar bütün dünyada ideolojik ayrışmaların yaşandığı dönemdi. Bütün devletler, ülke dışından gelecek saldırılara karşı kendi toplumunu koruma çabası içindeydi. Klasik liberalizmin zayıfladığı ve devlet otoritesini güçlendirilmeye çalışıldığı bu evrede, devletin müdahaleci yaklaşımı hayatın birçok alanında hissedilmekteydi. Basın teşkilatları da aynı şekilde devletin bu tür denetleyici yaklaşımından etkilenmişti. Türkiye’ye dışarıdan gelecek her türlü ideolojik müdahale önlenmeye çalışılırken, aynı zamanda Türk basınının Kemalizm çizgisinde yayın yapması istenmekteydi. Türk basınının, sınıf farkı gözeten devletlerdeki gibi partici ve ayırımcı olmadığı, kendini devrim ideallerine vermiş millî bir örgütlenme biçimi olduğu ifade edilmekteydi. Basın teşkilatlarının, Kemalist rejimin kendisinden bekleyeceği görevleri yapabilecek şekilde teşkilatlanması amaçlanıyordu. Gazeteciliğin belirli kurallara ve ölçülere göre yapılması, devletin dış politikasına zarar verecek yayınlardan uzak durması bekleniyordu. Toplumun yaşam biçiminin ve kültürel yapısının yükseltilmesi konusunda, basınının Kemalist rejim ile birlikte hareket etmesi istenmekteydi. Bu çalışmada, Kemalist basının Millî Mücadele yıllarında başlayıp, Cumhuriyet döneminde süren gelişim aşamaları ele alınıp değerlendirilecektir.
Abstract
While establishing the staff for the execution and implementing the National Struggle, commonly known as War of Independence, Mustafa Kemal has been endeavoring for the constitution of the Anatolian press to provide support to this struggle. Upon recognizing Ankara as the heart of the National Struggle, the seeds of establishment process of Kemalist press have primarily been sown in there. The opposition actions of Istanbul press against Ankara have always been one of the most challenging aspects for the Kemalist staff during the National Struggle era and in the early years of the Republic. However, the influence of Istanbul press has substantially been diminished during the Takrir-i Sükûn (Maintenance of Order) process initiated in 1925 and ended in 1927. In the wake of this process, an extensive period of change has started in Turkey in cultural terms. In this process which has been accelerated as of 1930s, the duties and tasks required to be undertaken by the Turkish press have also been contemplated. Kemalist government has been aspiring the press organizations to act in compliance and accordance with the principles of reforms, politics of the state and the requirements of the nation as well as endeavoring side by side in harmony with the state. Experiences regarding the press gained through the National Struggle and the early years of the Republic have also contemplated the content of the Law on Press enacted in 1931. Years between 1931 and 1935 have become the era in where Kemalism has started to take seep into Turkey both in ideological and cultural terms. The First Press Congress was an organization emerged as a consequence of these entire developments experienced since 1930s. Ensuring cooperation and collaboration between the Directorate General of Press and the journalists, determining the requirements and conditions required for the Turkish press to fulfill its duties on diffusion of culture and identifying the route of progression for the profession of journalism have been endeavored and aimed accordingly. The first press congress of Turkey has been held in 1935 at the conference hall of Ministry of Interior based in Ankara. In fact, Istanbul has always been in much more advanced position than Ankara in terms of printing houses and newspapers and therefore the congress could have been organized here. However, the motive behind preferring Ankara was that it was the ideal location to represent Kemalist Turkey in the best manner. The components symbolizing the National Struggle and the factors underlining the Kemalist government have been brought into the forefront in all the speeches performed starting from the first day of the First Press Congress until the last day. The level of participation from state bureaucracy and the administration of CHP (Republican People’s Party) was high in the congress. It has been mentioned at the congress, during the speeches that Kemalist government had a high opinion of press and due to that they have been asked to collaborate in promoting the ideals of Kemalism and increasing the cultural awareness of the society. Commissions of collaboration, culture and profession have been established to identify issues to be discussed at the congress. It has been requested to reduce the pages of newspapers, to make accurate and serious journalism, to enlighten the public and to adopt and internalize a high quality journalism approach in the reports drawn up by these commissions. Suggestions such as the establishment of the Turkish Press Association, ceasing the competition between the newspapers in relation with the page numbers and transition to qualitative journalism rather than quantitative journalism have been made in the discussions of the congress which lasted for three days. Press Associations have been established in Istanbul, Ankara, Izmir, Adana and Trabzon as the result of the decisions taken. However, within the realms of possibility, the establishment of the Turkish Press Association, representing these associations, has been actualized on July 14, 1938. These were the times when ideological divergences have been experienced all over the world. The entire states were in an effort to protect their own society against attacks from outside the country. The interventionist approach of the state has been felt in many areas of life in this phase, where classical liberalism was weakened, and the state authority was tried to be strengthened. Likewise, press organizations were influenced by this type of control approach of the state. Turkish press has been expected to perform newspaper publishing in line with the ideology of Kemalism while trying to prevent any kind of ideological interference to Turkey from abroad. It was stated that the Turkish press was not partisan and discriminator, as in the states that make class distinction, but a form of national organization that has dedicated itself to the ideals of revolution.
