Özet

Yerel yönetimler kapitalist devlet aygıtının ulus-altı ölçekte örgütlendiği, devletin gücünün ve düzenleyici işlevinin yerelde temsil yetkisine sahip organik bir bileşenidir. Özellikle 1980’li yıllardan itibaren devletin neoliberal politikalarla yeniden yapılandırılması sürecinde yerel yönetimlere sermayenin yeniden değerlenmesinde önemli roller verilmiştir. Bir başka deyişle, yerelleşme, sermaye birikiminin yapısal dinamiklerinin yeniden biçimlendiği neoliberal küreselleşme sürecinde kapitalizmin kendini yenilediği önemli eksenlerden biri olmuştur. Bu kapsamda, yerel kamu hizmetlerin ticarileştirilmesiyle yerellerde sermaye birikiminin önünü açacak yeni kurum ve örgütlenmelerin oluşturulması ve kamu-özel işbirliklerinin daha yoğun ve çeşitlenen modellerle hayata geçirilmesi gibi bir dizi reformlar hedefenmiştir. Yerel yönetimlerin, özellikle belediyelerin, yeni düzenlemelerle birlikte yeniden ölçeklenme ve finansallaşma bağlamında mali etkinlikleri önemli ölçüde artmıştır. Belediyeler ve dolayısıyla vatandaşlar mal, hizmet ve kredi alımları açısından piyasanın en önemli müşterileri haline gelmiştir. Diğer taraftan, belediyeler, altyapı yatırımlarıyla ve rant arttırıcı imar kararlarıyla sermayeye doğrudan ve dolaylı katkılarda bulunmaktadır. Bu çalışmada söz konusu katkılar, Türkiye’de yerel yönetimlerin 1980 sonrası dönemde yeniden yapılandırılması tartışmaları çerçevesinde belediye kamu alımlarının, harcamalarının (fonksiyonel ve ekonomik), finansmanının ve yükümlülüklerinin analiziyle ortaya konulmaktadır. Çalışma, genel olarak 1980 sonrası dönemi dikkate almakla birlikte 2000/ 2001 ekonomik krizlerinin ardından gelen yeniden yapılanma dönemi olması ve Adalet ve Kalkınma Partisi’nin süregiden tek parti iktidarıyla nitelenmesi açılarından 2002 sonrası döneme odaklanacaktır.

Abstract

Organised at the sub-national level, local governments are the organic components of the state apparatus and have the authority to represent state power, especially with respect to state’s regulatory dimension. Through neoliberal policies local state is given a prominent role within the process of capital restructuring that occurred in tandem with state restructuring in post-1980 period. To put it differently, ‘localization’ has become pivotal for the revalorization of capital in the era of neoliberal globalization. In this sense, as elsewhere in the world, a series of reform packages has been introduced in Turkey to facilitate capital accumulation at the sub-national level by way of commercializing local public services, which heavily relied on the introduction of new or renewed organisational structures and mechanisms such as public-private partnerships. Thus, local governments, municipalities in particular, have obtained a significantly active position regarding both the re-scaling of statehood and the financialisation of the economic system. In the concrete, municipalities (and consequently the urban citizens) have turned out to be the leading customers of the private sector given the considerable volumes of public procurement concerning the purchase of goods, services and credits. Besides, municipalities directly and indirectly contribute to capital accumulation through zoning decisions and infrastructure investments which help to boost the property market. In light of the theoretical backdrops provided by rescaling and financialisation literatures, this article aims at analysing municipal procurement and spending figures as well as municipalities’ fiscal conditions in order to grasp their role within capitalism’s restructuring process. The analysis will consider post-1980 period but concentrate on the era beginning with the year 2002, which marks the start of the aftermath of 2000/ 2001 economic crisis and the emergence of on-going Justice and Development Party’s rule in Turkey.
