Özet
Bu çalışmada, kamu hizmetini yerelde halka sunan belediyelerde işçi istihdamı, yıllar içinde istihdamdaki değişimler ve nedenleri ele alınmıştır. Dünya ve ülkemizde hakim olan ekonomi politikalarının kamu hizmetlerine yansıması, kamu personel yapısının değişimi ve bu değişimden kaynaklı mevzuat değişiklikleri, yeni düzene ait mevzuatın, belediyelerde işçi istihdamı bakımından etkisini ortaya koymak amaçlanmıştır.
Abstract
The main focus of this study is to explain how employment patterns have changed in the municipalities that offer public service to the local public and the reasons for this change. In order to do this, throughout the study, refection of the prevailing economic policies on public services in the world and our country, the change of public personnel structure and legislative changes will be discussed.
