Özet

Türkiye’de inşaat sektörünün bugünü ile ilişkili çok sayıda çalışma göze çarpmaktadır. Özellikle AKP döneminde inşaat sektörü ile ilgili ideolojik, politik iktisadi ve hukuksal alanlardaki eleştirel değerlendirmeler bu alana dair önemli tartışmalar içermektedir. Bu çalışmada ise inşaat sektörünün Türkiye ekonomisinin gelişme sürecindeki yeri, istihdam ve büyümeye etkisi bağlamında karşılaştırmalı bir perspektifle tartışılacaktır. Böylesi bir çalışma ortaya koyacağı bulgular bağlamında yukarıda ifade edilen tartışmaların derinleştirilmesine katkı sunacaktır. Çalışmayı ayırıcı kılan nokta inşaat sektörünü 1923’ten günümüze uzanan bir dönem için analiz etme çabasıdır. Böylesi bir analiz AKP dönemi ile birlikte önemi, etkisi ve popülerliği gittikçe görünür olan inşaat sektörünün önceki dönemlerle karşılaştırılması olanağını sunacaktır. Bu çerçevede öncelikle temel dönüm noktaları itibariyle Türkiye ekonomisinin gelişme seyri ve bu süreçte inşaat sektörünün gelişiminin temel nitelikleri üzerinde durulacaktır. İkinci bölüm inşaat sektörünün büyüme ve istihdama etkisinin hesaplandığı yöntemin tanıtımına ayrılmıştır. Üçüncü bölümde ise bulgular dönemsel olarak karşılaştırılmakta ve değerlendirilmektedir. AKP dönemini tanımlamak için “inşaata dayalı büyüme” kavramı yaygın bir kullanıma sahiptir, bu çalışmanın önemli bulgularından bir tanesi bu dönem için “inşaata dayalı istihdam” kavramının da kullanılabileceğidir.

Abstract

There are many significant studies focusing on the current situation of construction sector in Turkey. These studies present important debates, which include some critical assessments of construction sector in terms of ideological, legal and political economy, especially in Justice and Development Party-JDP period. In this study the place of the construction sector in the development process of Turkish economy is addressed in a historically comparative perspective in the context of its impact on employment and growth. It is expected that the findings of this study will contribute to aforementioned discussions. Essential distinctive side of this study is the endeavour to analyse the construction sector from 1923 to nowadays. Such an analysis has provided an opportunity to compare the JDP period with the previous periods in terms of the place of the construction sector in the economy. With this purpose, firstly the development process of construction sector in Turkey has been addressed as interrelated with the development process of Turkish economy. Second chapter has focused on the method which measures the impact of the construction sector on employment and growth. In the last part, the findings have been comparatively presented and discussed. The “construction based growth” concept has been used widely for defining the JDP period, one of the most significant findings of this study is the JDP period can also be defined with the “construction based employment” concept.
