Participation in Local Governments: The Role of City Councils and a Proposal for Restructuring

Özet

Bu çalışmanın amacı; Türkiye'deki yerel yönetimlerin katılımcı uygulama ve çalışmalarını inceleyerek, YG21 sürecinde ortaya çıkan kent konseylerinin katılımcı karar alma sürecindeki rollerini güçlendirebilmek için bir yapılandırma önerisi geliştirmektir. Bu amaçla yerel yönetimlerde katılımcılık kavramının gelişimi kuramsal tartışmalar çerçevesinde ele alınmış, Türkiye ölçeğinde yerel yönetimlerin gerçekleştirdiği katılımcı uygulama ve çalışmalar değerlendirilmiştir. Çalışma kapsamında geliştirilen öneri ile kent konseyi bünyesinde mahalle seviyesinde vatandaşların yerel seviyede program ve bütçe sürecine katılımını sağlamak suretiyle yerel hizmet talep ve ihtiyaçlarının karar alıcılara aktarılması sağlanması hedeflenmektedir. Bu anlamda geliştirilen yapılandırma önerisi harcama programlarının mahalle seviyesinde görüşülmesi ile aktif katılımcılığı da güçlendirmektedir

Abstract

The aim of this study is to develop a restructured model to strengthen the role of city councils in the participatory decision making process that emerged in the LA21 process by examining the practices and initiatives of participation of local governments in Turkey. Thus, initially, development process of participation issue in local governments in the context of theoretical debates were analysed and also participatory practices and initiatives carried out by local governments in Turkey were evaluated. With the proposal based on the restructuring participation in city council, it is aimed to ensure that citizens at the neighbourhood level participate in the program and budget process at the local level and transfer the local service demands and needs to the decision makers. In this sense, the proposal also reinforces active participation through discussion of spending programs at the neighbourhood level
