Özet

Türkiye Belediyeler Birliği, 57 yıl boyunca dernek olarak faaliyet gösteren Türk Belediyecilik Derneği 2002 yılında mahalli idare birliğine dönüşmüştür. Bütün belediyeleri tek çatı altında toplayan bu birlik; belediyelerin gelişmesi, menfaatlerinin korunması ve belediyelerin her platformda temsil edilmesi amacıyla önemli faaliyetler yürütmektedir. Böylesine önemli misyon üstlenen bir birliğin işlevselliği üzerinde durulması önemli görülmektedir. Bu kapsamda çalışmada, Türkiye Belediyeler Birliği’nin 2009-2017 yılları arasındaki faaliyet raporlarında misyon, vizyon, amaç ve hedefler, yetki, görev ve sorumluluklar, bütçe ve mali bilgiler, güçlü ve zayıf yönleri, fırsatlar ve tehditler incelenmiş ve Türkiye Belediyeler Birliği’nin işlevselliği üzerine bir değerlendirme yapılmıştır. Çalışma neticesinde, Türkiye Belediyeler Birliği’nin daha işlevsel bir kurum olabilmesi için çalışmalar yapılması gerektiğine ulaşılarak bazı önerilerde bulunulmuştur.

Abstract

Union of Municipalities of Turkey was founded in 2002 when the Association of Turkish Municipalities gained the status of local government unions after 57 years of its association background. This union that gathers all municipalities under a single roof performs important activities aimed at improving the municipalities, protecting their interests and representing them in all platforms. It is considered important to focus on the functionality of a union which has assumed such a vital mission. In that context, this paper includes a review of the mission, vision, goals and objectives, authorisations, duties and responsibilities, budget and financial information, strengths and weaknesses, opportunities and threats in the activity reports of the Union of Municipalities of Turkey published between 2009-2017 and an assessment of the functionality of the Union of Municipalities of Turkey. Study results suggested that necessary steps need to be taken to ensure Turkish Union of Municipalities to gain greater functionality.
