Özet

Özet: Bu çalışmanın amacı 2004 ile 2011 yıllarının karşılaştırılması yoluyla, Türkiye’de 2. Düzey İstatistiki Bölge Birimleri itibariyle beşeri sermayenin bölge ekonomisine kat- kısı konusunda yaşanan farklılıkları iç göçü de gözönünde bulundurarak betimlemektir. Bu çerçevede, bölgesel gayri safi katma değer (BGSKD) hesaplamalarında TÜİK’in “Gayri Safi Katma Değer: Bölgesel Sonuçlar (2004-2011)” araştırması verileri kulla- nılmıştır. Bölgesel istihdam sayıları ve işgücü ile istihdamın eğitim düzeyinin hesap- lanması, coğrafi kapsamı Türkiye geneli olan ve örnekleme birimi olarak "adres (ko- nut)" seçilen 2004 ve 2011 yılları Hanehalkı İşgücü Anketi verileri kullanılmıştır. Böl- gelerin verdiği göçün (çalışma çağında olanlar) ortalama eğitim süreleri “TÜİK 2011 Adrese Dayalı Nüfus Kayıt Sistemi Sonuçları” kullanılarak hesaplanmıştır. Çalışmada- ki bulgular göstermektedir ki Türkiye’de bazı bölgeler çok iyi bir beşeri sermayeye sa- hip olmalarına karşın gereken düzeyde katma değer yaratamamaktadırlar. Öte yandan, eğitimli insanlar bulundukları yerlerde eğitimlerine uygun iş olanağı olmadığı için baş- ka bölgelere göç etmektedir.

Abstract

Abstract: The aim of this study is to describe regional disparities in the contribution of human capital to the regional economy by comparing the years 2004 and 2011. In this context, data from Gross Value Added: Regional Results (2004-2011) researches were used to calculate Regional Gross Value Added. Data from Household Labor Force Sur- vey (2004-2011), geographically covering all Turkey and selecting “address (residen- tial)” as the sampling unit, were employed in order to calculate the number of regional employment and educational level of labor force and employment. The average educa- tion period of migrating people from the regions were calculated by using “TSI 2011 Address Based Population Registration System Results.” The results of this study show that despite their high-quality human capital, some regions of Turkey fail to generate enough added values. On the other hand, educated people migrate to other regions due to poor job opportunities not complying with their education in their own environment.
