Özet
1923 yılında Türkiye Cumhuriyeti'nin kurulmasıyla birlikte hükümetlerin takip edecekleri politikaların belirlenmesi, modernleşme ve yenileşme çabaları, bilgiye duyulan ihtiyaç ve bilimsel gelişmelerin takip edilerek uygulamaya geçirilmesi, hemen her kurumda olduğu gibi Türk Emniyet Teşkilatı'nda da kendini hissettirmiştir. Nitelik ve nicelik olarak Türk Polis Teşkilatı'nı istenilen seviyeye getirerek, bu hususla ilgili mevzuattaki eksiklikleri giderme başlıca amaç olmuştur. Polis teşkilatını yeniden yapılandırma, polis eğitimindeki kaliteyi artırma gibi belli başlı konularda odaklanan bu yenileştirme çalışmalarının bir sonucu olarak, Türk polisinin, Avrupalı ülkelerindeki meslektaşlarının tecrübe ve eğitimlerinden faydalandırılması planlanmıştır. Bunun için polislerin yurt dışı eğitimi almaları, yabancı uzman istihdamı, tercüme ve teknolojik transfer gibi uygulamalar takip edilmiştir. Osmanlıdan Cumhuriyet Hükümetlerine tevarüs eden bu politika, Cumhuriyet'in ilk yıllarında yoğun bir şekilde devam ettirilmiştir. Bu bildiride bahsi geçen dönem içerisinde Alman ve Avusturya polis teşkilatları ile gerçekleştirilen işbirliği çerçevesinde Türkiye'de istihdam edilen Alman ve Avusturyalı polis uzmanlar ile eğitim amacıyla bu ülkelere gönderilen Türk polislerinin çalışma ve eğitimleri araştırılmaya ve tespite çalışılacaktır. Türk Emniyet Teşkilatı'nın arşiv belgeleri ve yayınladığı eserler bu çalışmanın ana kaynağı olacaktır
Abstract
Following the establishment of the Republic of Turkey in 1923, the determination of the policies that the governments would pursue, modernization and renovation efforts, need for the knowledge, following the scientific developments and putting them into practice, were felt in the Turkish Police as well as in almost every institution. The primary aim was to eliminate the deficiencies in the relevant legislation to bring the Turkish Police Organization to the desired level in quality and quantity. The consequence of these renovation aims including restructuring the police force and increasing the quality of police training has been an effort of Turkish police officers to benefit from the experience and training of their colleagues in European countries. For this, efforts have been made to implement some practices such as training of the Turkish police officers in Europe, employment of foreign experts in Turkey, translation and technological transfer to Turkey. This policy, which was inherited from the Ottoman Empire to the governments of the Republic, was continued intensively during the first period of the Turkish Republic. In this essay, the German and Austrian police experts employed in Turkey and the Turkish police officers sent to these countries for training during this period will be examined within the context of cooperation with the German and Austrian police organizations. The police archive documents and the publications of the Turkish Police Organization will be the main source of this work
