Özet

Tanzimat Dönemi öncesi Osmanlı Devleti'nde, devletin geleneksel ekonomik yapısından mütevellit işçi sınıfı kavramı oluşamamıştı. Ancak Tanzimat Dönemi ile birlikte muhtelif alanlarda yüzünü Batı'ya dönen Osmanlı Devleti, ekonomik olarak da Batılılaşma aşamasını başlatmıştır. Payitaht İstanbul gibi kozmopolit liman kentleri de Batı ekonomisinin Osmanlı Devleti'yle tanışmasında ve Osmanlı toprakları üzerinde nüfuz sahibi olmasında etkili olmuştur. Bunun sonucunda ise, Batı işçilerine ait sosyo-ekonomik taleplere dayalı hak arama mücadelesi ve protesto kültürü Osmanlı işçilerini de etkilemiştir. Meşrutiyet'in ikinci kez ilan edilişi ile de birlikte İstanbul ve liman kentlerindeki işçiler başta olmak üzere Osmanlı işçileri, mevcut sosyo-ekonomik duruma dair memnuniyetsizliklerini ve isteklerini daha özgür bir şekilde dile getirmeye başlamış ve Tatil-i Eşgal Kanunu'na (1909) kadar sürecek olan yoğun bir grev dalgası başlatmışlardır. Bu makalenin amacı ise bu süre zarfında işçi hareketlerinin, kozmopolit bir limana sahip Payitaht İstanbul'da nasıl seyrettiğini ve Osmanlı işçilerinin nasıl sınıfsal bir nitelik kazanmaya başladığını1 incelemektir

Abstract

On Ottoman Empire before the Tanzimat period, the notion of labor did not arise because of Ottoman Empire’s traditional economic structure. However, with the Tanzimat period, the Ottoman Empire turned to the west in various fields and started the economic Westernization process. Cosmopolitan port cities such as capital city Istanbul have also been influential in the fact that the Western economy met with the Ottoman State and had influence over the Ottoman lands. Therefore, the rights-seeking struggle and protest culture based on socio-economic demands of Western workers also affected the Ottoman workers. Along with secondly-announced constitutional monarchy, Ottoman workers that especially belongs to port cities like Istanbul began to express their dissatisfaction and desire for the current socio-economic situation in a more free way and they initiated a huge strike wave that will last until the Ottoman Strike Law (1909). The aim of the article is to examine how the workers movements progress during this period on Istanbul and also to research how Ottoman workers began to acquire a labor character
