Özet

Türkler var oldukları uzun tarihi süreçte en çok devlet kuran uluslardandır. Ancak bu kadar çok ve etkili devlet kurmuş olmalarına karşın çoğu kez kendine özgü uygarlığı ya da devlet felsefesi olduğu göz ardı edilmeye çalışılmıştır. Türk kültürünün step özellikleri ile üzerinden geçtiği toprakların etkisiyle harmanlanmış bir bireşim yaratması pek çok kez itibarsızlaştırılma adına etki ve nüfuz altında olduğu şekliyle açıklanmak istenmiştir. Köprülü, 1937’deki Türk Tarih Kongresi’nde sunduğu bildirisi ile bu görüşlere itiraz etmekte ve ortaçağ Türk hukuk kurumlarına dair kanıtlarıyla Türk devletinin varlığını bilimsel delilleriyle göstermeye çalışmaktadır. Bildiri bu anlamda oldukça etkili olmuştur. Devletin tarihte aranması yöntemiyle Köprülü, bir yandan araştırmacının formasyonunu diğer yandan izlemesi gereken düşünsel yolu ortaya koymuş ve “Türk devleti”nin varlığını bilimsel olarak kanıtlamıştır. Bu yazı anılan bildirinin izlediği yöntem üzerinden tarihte devleti anlama çabasıdır.

Abstract

During their presence in long historical period Turks are one of the most state founding nations. But although they founded that much and influential states their original civilization and state philosophy is tried to be neglected. Turkish Culture compounding the steppe characteristics with the territories involved by blending, often, to degrade, tried to be explained as under custody and influence. Köprülü, at the 1937 Turkish History Congress, with his proclamation objected these views and with evidences regarding the Turkish Law Instutions during the middle ages tried to present the presence of the Turkish state with scientific evidences. The proclamation was very influential in this respect. With his methodology of searching the state in history; Köprülü, presented the formation of an academic and the intellectual path as well and proved the existence of the Turkish state scientifically. This paper is the search for understanding the state in history with the path of the mentioned proclamation.
