1950’LER VE 60’LARDA KIBRIS SORUNU VE TÜRK-İNGİLİZ POLİTİKALARI

Özet
Kıbrıs sorununun şekillenmeye başladığı 1950’lerde sorunun tarafları çözüme yönelik çeşitli diplomatik faaliyetlerde bulunmuşlar ve bu süreç 1960 yılında Kıbrıs Cumhuriyeti’nin ortaya çıkmasıyla neticelenmiştir. Fakat daha sonra adadaki Türk ve Rum toplumları arasında ortaya çıkan anlaşmazlık sonucu Kıbrıs sorunu tekrar gün yüzüne çıkmıştır. Bu tarihten itibaren 1950’lerden farklı olarak tarafların Kıbrıs konusundaki etkisi değişmiş ve yeni politikalar uygulanmaya başlanmıştır. Bu bağlamda 1950’lerde Kıbrıs’ın kendisine bağlı bir ada olmasından dolayı daha aktif bir politika takip eden İngiltere, 1960’larda Kıbrıs Devletinin kuruluş anlaşmasının garantör devletlerinden birisi olmasına rağmen Kıbrıs sorunu konusunda daha pasif bir dış politika izlemeye başlamıştır. Özellikle, 1964 yılında Birleşmiş Milletlerin adaya barış gücü gönderme kararı alması bu durumu daha da hızlandırmıştır. İngilizlerin takip ettiği bu politika sonucu ABD, Kıbrıs sorununda daha aktif rol almaya başlamıştır. Türkiye açısından ise durum tersi bir yol izlemiştir denilebilir. 1950’li yılların başında Kıbrıs sorunu diye bir durumun varlığını kabul etmek istemeyen ve adadaki İngiliz idaresinden memnun bir görüntü sergileyen Türkiye, 1950’lerin sonuna doğru Kıbrıs konusunda tutumunu netleştirmiş ve aktif bir politika uygulamaya başlamıştır. Bu durum 1960’lı yıllarda daha da baskın bir rol almıştır. İngilizlerin adaya olan ilgilerinin azalmasına karşılık Türkiye 1960’larda iki kez adaya askeri müdahale girişiminde bulunmuş fakat bu iki hamlede ABD’nin devreye girmesiyle sonuca ulaşamamıştır. Görüldüğü gibi 1950’ler ve 1960’lar Kıbrıs sorununda takip edilen politika bakımından Türkiye ve İngiltere için çok farklı bir seyir izlemiştir. Bu çalışma da bu dönemler içinde bu iki devletin takip ettiği Kıbrıs politikasının bir değerlendirmesini yapmaktadır.
Abstract
When the Cyprus problem started to emerge in the 1950s, the parties that were involved in the problem began to take some diplomatic measures for the solution of the problem resulted in the establishment of the State of Cyprus in 1960. However, because of the dispute between the Greek and Turkish communities on the island, the Cyprus problem reemerged again in the 1960s. After that, as being different from the 1950s, the parties’ impact on the Cyprus problem had changed and they began to apply new policies. Because of Cyprus was under its control, Britain followed an active policy on the Cyprus issue in the 1950s. Despite being one of the guarantor powers in the founding agreement of the Cyprus State, Britain began to follow a more passive foreign policy on the Cyprus problem in the 1960s. In particular, the United Nations decision to send peacekeeping forces to Cyprus in 1964 has further accelerated this situation. As the result of this policy followed by the British, the United States began to take a more active role in the Cyprus issue. In terms of Turkey, the situation was different. In the early 1950s, Turkey did not want to accept the existence of the Cyprus problem and the Turkish Government had no problem with the British rule on the island. Towards the end of 1950, Turkey clarified its position in the Cyprus problem and started to pursue an active policy. Turkey continued applying the active policy that became more aggressive in the 1960s. Despite the decrease of the British interest in the island in the 1960s, Turkey attempted to intervene in the island militarily twice stopped by the United States. In terms of the policies followed in the Cyprus problem in the 1950s and 1960s, Turkey and Britain followed a different path. Therefore, this study analyses the Turkish and British policy towards Cyprus in the 1950s and 1960s.
