Özet
Türk demokrasi tarihinin geçmişi köklü tecrübelere dayanmaktadır. 1876’daki Anayasal ve parlamenter deneyimin olağanüstü koşulların ürünü olan Büyük Millet Meclisi’ne yansıdığını görmekteyiz. İki farklı seçimle oluşan bir Meclis’te mebusların ülkenin kurtuluşu için tek çatı altında çalışmaları dikkate değerdir. Ancak pratikte yaşanan sıkıntılar nedeniyle gruplar oluşmuş ve demokratik koşullarda meclis çalışmalarını sürdürmüştür. Tarih yazımında geneli anlamada yerelin ne kadar önem arz ettiği bilinmektedir. Bu çalışmanın temel sorunsalı “Kurucu Meclis” olarak siyasi, sosyal ve kültürel yönden yeni bir devletin temelini atan TBMM’de Cebelibereket Milletvekillerinin nasıl faaliyet sürdürdüklerine ülke genelindeki bağımsızlık savaşına nasıl katkı sağladıklarına yerelde yanıt bulmak olmuştur. Araştırmada milletvekillerinin sadece biyografileri değil aynı zamanda bir devrin akışı içerisinde Cumhuriyet’e giden çetin yolculuğun süreçleri sancıları ele alınmıştır. Çalışmada yer alan arşiv belgeleri, resmi yayınlardan basınına yansıyan yazılardan ve anılardan desteklenmiştir. Bu çalışmayla literatürdeki noksanlığın giderilmesi amaçlanmıştır.
Abstract
The history of Turkish democracy is based on fundamental experiences. We see the reflections of Constitutional and Parliamentary experience in 1876 on Grand National Assembly, which was the product of extraordinary conditions. It is remarkable for MPs to work under the same roof in a parliament which came about by two different elections. However, due to practical difficulties, groups were formed and the Parliamentary continued to work under democratic conditions. It is known how important to understand the local in general sense of history writing. The main problem of this study is to find an answer for how Cebelibereket MPs carried on the activities in the Grand National Assembly of Turkey which established a new political, social and cultural government as a “Constituent Assembly”, and how they contributed to the War of Independence. In this study, not only the biographies of MPs, but also the process of challenging journey to the republic are discussed. The archive records in this study was supported with the official publications, memoirs and the articles reflected in the press. This study aims to contribute to the related literature.
