Özet

İnsanların değişik nedenlerle özgürlüklerinin kısıtlanması çok eskilere dayanmakla beraber, modern anlamda hapishane sanayi devrimi ile beraber Avrupa’da ortaya çıkmıştır. Osmanlı Devleti’nde hapishane, Tanzimat Fermanı sonrası tüm alanlarda olduğu gibi Avrupalılaşmanın sonucu teşkilatlanmıştır. Osmanlı’da önceden suçluların cezasının infazı öncesinde bekletildikleri mahbesler vardı. Tanzimat sonrasında bu yerler suçluların ıslah edildiği hapishanelere dönüştürülmüştür. 20. yüzyılın başlarında Bartın’da da bir hapishane vardır. Bu çalışmada 20. yüzyılın başlarında liva hapishanesi düzeyindeki Bartın Hapishanesi’nin fiziki ve sıhhi durumunun yanı sıra hapishane görevlileri ve mahkûmlar da ele alınmıştır. Çalışma ile 20. yüzyıl başlarında Osmanlı hapishanelerinin genel durumunu anlatan çalışmalara küçük de olsa katkı sağlamak hedeflenmiştir. Çalışmanın hazırlanmasında arşiv belgeleri ve tetkik eserlerden yararlanılmıştır.

Abstract

While the restriction of the freedom of people for various reasons dates back to a long time ago, modern prison emerged in Europe with the industrial revolution. Prison in the Ottoman Empire was organized as a result of Europeanization as in all areas after the Tanzimat Edict. In the Ottoman Empire, there were precepts where criminals were held before the execution of the sentence. These places were turned into prisons, where criminals were rehabilitated after Tanzimad Period. At the beginning of the 20th century there was a prison in Bartın as well. In this study, the physical and sanitary situation of the Bartın Prison which is level of Liva Prison, were examined as well as prison officials and inmates in the early 20th century. The aim of this study is to contribute to the studies about the general situation of the Ottoman prisons in the early 20th century. Archival documents and audit works were used in the preparation of the study
