Özet

Osmanlı İmparatorluğu’nun yaklaşık 600 yıllık ömründe, devlet teşkilatında önemli değişimler yaşanmıştır. XIII. Yüzyıl başlangıcında bir beylik olarak kurulan devlet hızla genişlemiş, İstanbul’un Fethi ile XV. Yüzyılın ortasında bir İmparatorluğa dönüşmüş, XVI. yüzyıl’da ise Avrupa’nın en güçlü devleti haline gelmiştir. Askerî örgütlenme temelinde gelişen devlet, Osmanlı padişahı tarafından mutlakiyetçi bir anlayış ile yönetilmiştir. Nitekim mutlak yönetim, devletin işleyişi açısından önemli bir kural olarak kabul edilmiştir. Örneğin XVI. yüzyılda Avrupa’nın en güçlü devleti olan Osmanlı İmparatorluğu’nun kurumları, Batılılar tarafından incelenmiş ve Osmanlıların başarısının sırrı anlaşılmaya çalışılmıştır. Bu dönemde hükümdar olarak Osmanlı padişahının devleti mutlak monarşi ile yönettiği ve İmparatorluğun başarısının bu yönetim biçimi sayesinde olduğu belirtilmiştir. Fatih Sultan Mehmed, Yavuz Sultan Selim ve Kanuni Sultan Süleyman tarafından uygulanan ve başarılı olunan bu yöntemin İmparatorluk açısından sahip olduğu önem, Osmanlı devlet adamlarınca da dile getirilmiştir. Nitekim Kanuni Sultan Süleyman sonrası devletin eski başarılı ve güçlü günlerine dönme çabalarında ifade edilen unsurlardan birisi de, mutlakiyetçi yönetim şeklinde ortaya çıkan bozukluklardır. Fakat XVI. yüzyılın sonu itibariyle eski askerî başarılar sürdürülememiş ve geleneksel reform çabaları ortaya çıkmıştır. 1699 yılındaki askerî yenilgi sonrası imzalanan Karlofça Antlaşması ise önemli bir kırılma noktası olarak kabul edilmiştir. Bu antlaşma sonrası Osmanlı askerî yapısında Batı tarzı ıslahat yapma gerekliliği kabul edilmiş ve yönetici sınıf içinde sivil bürokratlar yükselmeye başlamıştır. Yaşanan çeşitli problemler ve başarısızlıklar sonucunda XVIII. yüzyılda Batı’nın üstünlüğü kabul edilmiştir. Böylece sadece askerî alanda değil, idari, mali ve toplumsal alanlarda da ıslahatlar başlamıştır. Lale Devri reformlarını, I. Mahmud, III. Mustafa ve I. Abdülhamid döneminde yapılan reformlar takip etmiştir. Lale Devri’nde yapılan reformların, kimi özellikleri nedeniyle önceki dönemlere nazaran farklı bir reform anlayışı çerçevesinde gelişim gösterdiği kabul edilmektedir. Bunun temel sebeplerinden birisi, bu dönem reformlarının sadece askerî alan ile sınırlı kalmamasıdır. III. Selim dönemi ile birlikte Nizâm-ı Cedîd kapsamında reformlar uygulamaya konulmuştur. Bu dönemde geleneksel reform anlayışı tamamen terk edilmiştir. Fakat Lale Devri ve III. Selim dönemi Nizâm-ı Cedîd reformları birer isyanla sonuçlanmıştır. II. Mahmud saltanatında ise önemli reformların yapılması, Yeniçeri Ocağının kaldırılması sonrasında gerçekleşmiştir. 1826 yılında Yeniçeri Ocağı’nın kaldırılması ise yeni bir kırılma noktası olmuştur. Bu tarihten sonra devlet teşkilatında önemli değişiklikler yapılmıştır. Örneğin geleneksel kurumlar yerine Batı tarzı kurumlar oluşturulmuştur. Böylece yeni ıslahatlar yapılarak devletin kurtarılması amaçlanmıştır fakat bunun sonucunda kurulan yeni kurumlar ile padişahın yetkileri sınırlandırılmıştır. Bu durum Osmanlı padişahlarının mutlakiyetçi yönetiminde kimi değişimlere neden olmuştur. Tanzimat dönemiyle birlikte birçok alanda ıslahat yapılmış ve Babıâli bürokratları yönetici sınıf içinde güç kazanmıştır. Özellikle Avrupa’yı tanıyan ve yabancı dil bilgisine sahip yeni Osmanlı bürokratları, bu dönemde etkinlik kazanmıştır. Böylece devlet teşkilatında değişim devam etmiş, yeni kanunlar çıkarılmış ve Osmanlı yönetiminde önemli dönüşümler gerçekleştirilmiştir. Bu değişimi dönemin Osmanlı padişahlarının söylemleri üzerinden de izlemek mümkündür. Bu çalışmada, Tanzimat döneminde devlet teşkilatında ortaya çıkan düzenlemelerden bahsedilmiş ve Osmanlı yönetim anlayışında oluşan farklılık Sultan Abdülmecid ve Sultan Abdülaziz’in söylemleri üzerinden izlenmeye çalışılmıştır. Bu kapsamda Sultan Abdülmecid ve Sultan Abdülaziz tarafından benimsenen yeni yönetsel uygulamalar ele alınmıştır ve geçmiş dönemlere göre mutlakiyetçi yönetim anlayışında ortaya çıkan değişikliklerin incelenmesi amaçlanmıştır. Nitekim Sultan Abdülmecid ve Sultan Abdülaziz’in yeni devlet kurumlarının açılışında okutulan nutukları incelendiğinde, geçmiş uygulamalara göre önemli değişikliklerin ortaya çıktığı görülmektedir.

Abstract

In the 600-year lifetime of the Ottoman Empire, significant changes were experienced in the state organization. The state, which founded as a principality at the beginning of the thirteenth century, expanded rapidly and turned into an empire in the middle of the fifteenth century after conquest of Istanbul and become the most powerful state of Europe in the sixteenth century. The state, which developed on the basis of military organisation, was ruled by an Ottoman Sultan with an absolute approach. As a matter of fact, absolute administration has been accepted as an important rule for the functioning of the state. For example, the institutions of the Ottoman Empire which was the most powerful state of Europe in the sixteenth century, were examined by the Westerners and the secret of success of the Ottoman Empire was tried to be understood. In this period, it was stated that the Ottoman sultan ruled the state with absolute monarchy as the ruler and the success of Empire was thanks to this form of government. The importance of this method, which was applied and succeeded by Mehmed the Conqueror, Sultan Selim (the stern) and Suleyman the Magificent, was expressed by the Ottoman statesmen. As a matter of fact, one of the factors expressed for the efforts of the state to return its old successful and powerful days after the Suleyman the Magnificent, is the disorder that occur in the absolutist rule. But at the end of the sixteenth century, old military successes could not be maintained and traditional reform efforts emerged. The Treaty of Karlowitz, which was signed after the military defeat in 1699, was accepted as an important breaking point. After this treaty, the necessity of Western style reform in the Ottoman military structure was accepted and civil bureaucrats started to rise in the ruling class. As a result of various problems and failures, the superiority of the West was accepted in the eighteenth century. Thus, reforms started not only in the military but also in the administrative, financial and social fields. The Tulip Period reforms were followed by reforms during the reign of Mahmud I, Mustafa III and Abdülhamid I. It is accepted that the reforms made in the Tulip Period have developed within the framework of a different reform approach compared to previous periods due to some features. One of the main reasons for this is that the reforms of this period are not limited to the military field only. With the Selim III period, reforms were implemented within the scope of Nizam-ı Cedid. Important reforms in the reign Mahmud II took place after the removal of the Janissary Corps. But Tulip Period and Nizam-i Cedid reforms of III. Selim period ended with a revolt. The removal of Janissary Corps in 1826 was a new breaking point. After this, important changes were made in the state organisation. For example, Western style institutions were created instead of traditional institutions. Thus, it was aimed to save the state by making new reforms, but the powers of the Sultan were restricted by the new institutions founded as a result. This situation caused some changes in the absolutist rule of the Ottoman Sultans. With the Tanzimat Period, reforms were made in many areas and the Sublime Porte bureaucrats gained power in the ruling class. Especially the new Ottoman bureaucrats who knew Europe and had knowledge of foreign languages gained effectiveness in this period. Thus, the change in the state organisation continued, new laws were enacted and important transformations were made in the Ottoman administration. It is possible to observe these changes through the speeches of the Ottoman Sultans. In this article, the legal arrangement that emerged in the state organisation during the Tanzimat period were mentioned and the difference in the Ottoman administration approach was tried to be observed through the speeches of Sultan Abdülmecid and Sultan Abdülaziz. In this context, new administrative practices adopted by Sultan Abdülmecid and Sultan Abdülaziz are discussed and in this way, it is aimed to examine the changes that occur in the administrative mentality compared to previous period. As a matter of fact, when the speeches of Sultan Abdülmecid and Sultan Abdülaziz read at the opening of the new state institutions, it is seen that significant changes have emerged compared to the past practices.
