1821 YUNAN İSYANI VE SULTAN II. MAHMUD’UN BİLİNMEYEN BİR FERMANI

Özet

12 Şubat 1821’de patlak veren Yunan isyanı hakkında, literatürde belki küçümsenmeyecek sayıda çalışma bulunmaktadır. Ancak, böyle bir konunun tespitinde şüphesiz, dönemin kaynakları ve özellikle dönemin Padişahı Sultan II. Mahmud’un meseleye bakışı fevkalade önemlidir. Bu cümleden olmak üzere, şimdiye kadar henüz literatüre yansımayan Sultan II. Mahmud’un, ülke çapında bütün ilgililere gönderdiği; Osmanlı Devleti’nin gayr-i Müslimlere bakışını, isyanın sebeplerini, gelişmesini ve alınması gereken tedbirleri ortaya koyan Evâsıt-ı Zilkade 1236 (Ağustos 1821) tarihli fermanını probleme katkı sağlaması açısından önemsiyoruz. Bu araştırmada, söz konusu ferman analiz edilerek 1821 Yunan İsyanı’nın özellikle; sebepleri, gelişmesi, Osmanlı yönetiminin tutumu, alınması gereken tedbirler vb. problemlerin anlaşılmasına değişik açılardan katkı sağlanmış olunacaktır.

Abstract

There are a number of studies on the Greek revolt that broke out on February 12, 1821, which may not be underestimated in the literature. However, the sources in that period and Sultan II. Mahmud's views about the problem are remarkably important in the determination of such an important matter. We care about the edict sent to all those concerned all over the country in mid Zilkade 1236 (August 1821) by Sultan II. Mahmud with regard to its contribution to the solution of the problem. The abovementioned edict; which reveals the views of Ottoman State about nonMuslims, the reasons, developments of the revolt, and the measures to be taken, has not been mentioned in literature In this study, the abovementioned edict will be analysed to contribute to the understanding of the problems like the reasons and developments of Greek Revolt in 1821; and the attitude of the Ottoman administration.
