Özet
Bir suçun nefret saiki ile işlenmesi çok eskiye dayanmasına karşın; nefret suçunun tanımlanması ve nefret suçunun hukuk sistemine girmesi oldukça yenidir. Makalede nefret söylemi, nefret suçu ve islamofobi kavramları açıklanacak, ayrıca bazı sorulara cevaplar aranacak: Nefret suçları diğer suçlardan daha mı tehlikelidir? İnsanlar nefret suçlarını neden işlerler? Hangi tip insanlar işlerler? Nefret suçları ve terörizm birbirleriyle etkileşim halinde midir? Nefret suçu terörizmin öncüsü müdür yoksa terörist saldırılar gelecekteki nefret suçlarının tetikleyicisi midir? Özellikle 11 Eylül 2001 ve 7 Temmuz 2005 terör saldırılarından sonra Müslümanlara ve Araplara karşı nefret suçlarında artış olmuş mudur? Sorularına yanıt aranacaktır.
Abstract
Though the commitment of an offence with a bias/hate motive is very old; it is considerably new to define this act as a hate crime and to legislate it in law system. In this article, hate speech, hate crime and islamophobia will be explained. Moreover,some questions will be raised and answered. Are hate crimes more dangerous than other kinds of crimes? Why do people commit hate crimes? Which people commit hate crimes? Does hate crime serve as a precursor to terrorism or terrorist attacks serve as triggers for future hate crime offending? Is there any a sizable increase in anti-Arab and anti-Islamic hate crimes in the weeks following 9/11 and 7/7?
