Özet

81 ilde görev yapan Gençlik ve Spor İl Müdürlerinin iş performansları, Türk sponmun yerel ölçekte örgütlenmesi ve işleyiş performansınm doğrudan belirleyicisi olacaktır. Bu nedenle illerinde spor politikalarınm geliştirilmesi ve etkin bir biçimde uygulanmasından sorumlu olan il müdürleri-- nin zamanı kullanma tutumları büyük önem taşımaktadır. Modern yönetim bilimlerinde üst düzey yöneticilerin zamanı etkin bir biçimde kullanmasınm, daha alt düzeyde çalışan personelin zamanı etkin kullanmasından çok daha önemli ortaya konulmaktadır. Yönetim düzeyi yükseldikçe zaman yönetimi daha öncelikli bir konu olarak öne çıkmaktadır. Araştırma neticesinde Gençlik ve Spor İl Müdürlerinin fazla mesai yaparak özel yaşamları için yeterince zaman ayıramadıkları, bazılarmın sekreterinin bulunmadığı, birçoğunun bilgisayardan yeterince yararlanamadığı, personelin nitelik ve nicelik olarak yetersiz geldiği, zamanı planlama konusuna önem verdikleri ortaya çıkmıştır.

Abstract

The work performance of 81 City Directors of Youth and Sports will obviously put out the organizational and functional performance of Turkish sport locally. Therefore time usage beha— viors of these directors who are in charge of policy development and application in their cities are very important. Modem management science underlines the fact that time usage of high level ma— nagers is much more important than the other staffs’ use of time. As the level of management goes up, time management becomes more important. As the result of this research it is pointed out that City Directors of Youth and Sports spend more time for their work than needed and they don’t have enough time for their private life; some of them don’t have secretaries and most don’t benefit from computers; there isn’t enough staff both quantitatively and qualitatively; they take time management principals into consideration.
