EŞİT OY İLKESİ

Özet

Çalışmamızda eşit oy ilkesi incelenecektir. Bu kapsamda oy hakkının gelişimi ve demokrasi bağlantısına değinilecektir. Ardından oy hakkının demokratik ilkelerinden biri olan eşit oy ilkesinin geçmişten günümüze gelişimine yer verilecektir. Anılan ilkenin; seçim sistemleri, seçim çevreleri, seçim barajları ve siyasi partiler ile olan etkileşimleri gözler önüne serilecektir. Buradan yola çıkarak, eşit oy ilkesinin gereği gibi uygulanmasını engelleyen sebeplere göz atılacaktır. Nihayet, bu çalışmanın amacı Türk hukukunda eşit oy ilkesinin gereği gibi hayata geçirilmesi için hangi hususlara dikkat edilmesi gerektiği sorusuna cevap aramaktır.

Abstract

The principle of equal vote will be treated in this study. Within this scope, the relation between the evolution of right to vote and democracy will be mentioned. After that, the principle of equal vote, one of the democratic elements of right to vote, will be figured out from past to present. The connection among the principle of equal vote, electoral systems, election districts, election thresholds and the political parties will also be revealed. From this point of view, causes of the existing principle of equal vote concerns will be questioned. Ultimately, this study aims to search for answers regarding which fundamentals should be noticed about duly implemented equal vote principle in Turkish law.
