EĞİTİM YOLU İLE ROMANLARIN SOSYAL İÇERİLMESİNİN DESTEKLENMESİ: SİROMA PROJESİ ÖRNEĞİ

Özet
Bu çalışmada; öncelikle yoksulluk, sosyal dışlanma ve sosyal içerme kavramları ele alınmış, Avrupa Birliği ve Türkiye'de sosyal içerme politikaları ve çalışmaları özetlenmiş ve son olarak Avrupa Birliği ve Türkiye Cumhuriyeti tarafından birlikte finanse edilen, Türkiye’deki Romanların sosyal içermesine yönelik “Romanların Yoğun Olarak Yaşadığı Alanlarda Sosyal İçermenin Desteklenmesi (SİROMA)” projesinin kapsamı ve eğitim bileşeninde geliştirilen ders dışı eğitim programı tanıtılmış ve bu program kapsamında pilot okullarda uygulanan etkinliklere yönelik ön izleme ve değerlendirme çalışmalarının bulguları sunulmuştur. Projede ders dışı eğitim programı kapsamında, okul öncesi, ilkokul ve ortaokul düzeyinde her düzeyde altışar olmak üzere toplam 18 öğrenci ve 18 öğretmen kitabı hazırlanmıştır. Hazırlanan ders dışı etkinlikler programı ve materyallerine yönelik izleme ve değerlendirme çalışmaları 12 il ve 44 okul kapsamında yapılmıştır. Ön izleme ve değerlendirme çalışma bulgularına göre, öğrenci ve öğretmen materyallerinin yeterli ve uygulanabilir düzeyde oldukları görülmektedir.
Abstract
In this study; primarily the concepts of poverty, social exclusion, and social inclusion were explained, then social inclusion policies of and activities in European Union and Turkey summarized and finally the project of "Promoting Social Inclusion at Densely Roma Populated Areas (SIROMA)" co-financed by the European Union and the Republic of Turkey for the social inclusion of Roma people in Turkey and the extracurricular activity programs developed in the training phase were introduced. The findings of the pre-monitoring and -evaluation of the activities implemented in the pilot schools were presented. Within the scope of the extracurricular activities training programs in the project, 18 student and 18 teacher books were prepared for six different topics in pre-school, primary school, and secondary school levels. The studies of monitoring and evaluation for the extracurricular activities and materials prepared in the project were conducted in 12 cities and 44 schools. According to the findings of the pre-monitoring and -evaluation study, it was seen that student and teacher materials are sufficient and applicable.
