Abstract

This study examines the role of Indonesian Sharia Government Securities (SBSN) in developing ecotourism within the Meratus UNESCO Global Geopark (UGGp), which received its official designation on April 17, 2025, following the UNESCO Executive Board’s validation. This study demonstrates the significant potential of the geopark, as evidenced by national strategic planning documents, environmental assessments, and regional tourism data. SBSN funding is suggested as a strategic tool for sustainable infrastructure, while emphasizing the importance of community empowerment for success. Findings show the geopark’s positive impact on tourism, particularly in post-pandemic recovery. The study’s core focus is to address the startup challenges of SBSN funding in multi-sectoral areas like the geopark. To solve these multi-authority obstacles, an integrated Sharia finance model is recommended. This research advances the theory of Sharia-based financing for ecotourism and offers practical advice on regulatory constraints to optimize UGGp development. The study’s limitations include using provincial-level tourist data as a proxy, although it highlights the need for more granular research to build on this foundational dataset. A robust monitoring and evaluation framework is also noted as necessary for long-term sustainability and accountability, including the mandatory quadrennial revalidation of the UGGp.
