Abstract
Climate change is becoming an increasingly critical issue worldwide by intensifying the frequency and severity of extreme natural events in many regions of the world. In this context, the importance of hydrological studies is increasing; in particular, drought analyses play a fundamental role in the effective management and planning of water resources. The study aims to demonstrate how game theory approaches can be applied in drought analyses. As the application area, the Cihanbeyli, Karapınar and Konya Airport meteorological stations located within the boundaries of the Konya, one of Türkiye’s drought sensitive regions were selected. In evaluating drought conditions, the reconnaissance drought index (RDI), which considers both precipitation and potential evapotranspiration (PET) values, was used, thereby enabling more sensitive and reliable analyses. Within the scope of the analysis, Cihanbeyli, Karapınar and Konya Airport meteorological stations were considered as players in the context of game theory, and the interactions among these stations were modeled through coalition structures. Using the Shapley, Banzhaf and Owen values solution methods of cooperative game theory, the quantitative contribution of each station to drought conditions was determined. The findings cover both short-term and long-term periods. The short-term analyses indicate that the Cihanbeyli and Karapınar stations, especially, have a more dominant influence on drought conditions. In the long-term analyses, the contributions of all stations were observed to become more balanced. As a result, cooperative game theory models offer a powerful decision support mechanism in areas such as drought management, the assessment of regional contributions, and the fair sharing of water resources. Considering regional heterogeneities and seasonal fluctuations allows for the development of more effective and locally responsive strategies.
