Abstract

This study examines the 2024 quarterly data (Q1-Q4) for the 4/a (private sector employees), 4/b (self-employed individuals), and 4/c (public servants) insurance categories, focusing on the relationship between social security and employment. Five criteria were used in this analysis: average pension allowance, monthly payment increase rate, post-pandemic growth rate, total number of insured individuals, and compulsory insured growth rate. To understand the information density among the criteria, the CRITIC (Criteria Importance Through Intercriteria Correlation) method (an objective weighting technique based on inter-criteria variance and independence) was utilized to determine their weights. Subsequently, the seasonal performance ranking of alternatives was performed using the MOORA (Multi-Objective Optimization by Ratio Analysis) method with both ratio and reference point approaches. The robustness of the rankings was further verified through a TOPSIS comparison and a sensitivity analysis. The findings indicate that the 4/a insurance branch demonstrated the most balanced and robust performance in the third quarter of 2024 (July-September). The results show that the monthly payment increase rate (C2) and the compulsory insured growth rate (C5) are among the criteria that most significantly affect system dynamics. By combining branch-level and period-level analyses with an objectively weighted MOORA approach, the study moves beyond the conventional revenue–expenditure focus and provides data-driven insights for the social security literature and policymakers.
