Birinci Dünya Savaşı yıllarında Osmanlı Devleti sınırları içersinde çok sayıda Amerikan vatandaşı bulunmaktaydı. Bunların çoğu misyonerdi ve bunlar tehcir edilen Ermenilere yardım sağlamaya çalışıyorlardı. Bu nedenle Osmanlı Hükümeti Amerikan vatandaşlarını kontrol altında tutmaya çalışmıştı. Yetkililer bu politikayı izlerken aynı zamanda ABD’nin tepkisini çekmemek için dengeli bir politika izlemeye çalışmışlardı. Absract There were a lot of United States’ citizens in Ottoman Empire during the First World War. They mainly were missionaries and tried to provide support for the deported Armenians. Ottoman officials had doubts about them. For that reason the officials strived to keep the missionaries under control. At the same time Ottomans were anxious about the reaction of the United States. They therefore tried to provide a balanced policy on the United States' citizens
