Özet

Bu çalışma, Türkiye, AB ve ABD sosyal devlet anlayışları doğrultusunda yoksullukla mücadele yöntemlerine genel bir bakış açısı sunmaktadır. Tarih boyunca yoksulluk sorunu tüm toplumların mücadele ettiği bir konudur. Her ülke ve topluma göre yoksulluk algısı ve boyutu farklılık göstermektedir. Ancak yoksulluğun neden olduğu birçok faktör olmakla birlikte öncelikli faktörlerin başında gelir dağılımdaki adaletsizlik ve işsizlik gelmektedir. Bu bağlamda sosyal devlet üstlendiği sorumluluk gereği ekonomik ve toplum düzenine doğrudan ya da dolaylı müdahale ederek birey lehine düzenlemeler yapar. Ancak her sosyal devletin gelişmişlik düzeyi, ekonomik yapısı ve yönetim sistemi farklı olduğundan yoksulluk algısı ve mücadele yöntemleri farklılaşmaktadır.

Abstract

This study provides an overview of the methods of combating poverty in line with the social state concepts of Turkey, the EU and the USA. Throughout history, the problem of poverty is an issue that all societies have been struggling with. The perception and dimension of poverty differ according to each country and society. However, although there are many factors caused by poverty, the main priority factors are injustice in income distribution and unemployment. In this context, the social state makes arrangements in favor of the individual by intervening directly or indirectly in the economic and social order in accordance with the responsibility it assumes. However, since the level of development, economic structure and management system of each social state are different, the perception of poverty and methods of struggle differ
