E-dönüşüm ve e-belediyecilik: katilma ve yönetişim sorununda yoksullar

Politik sistemin ve katılımcı demokratik kültürün yetersizliği, her ne kadar yerel yönetimler ile kısmi olarak aşılsa da yine de ciddi olarak katılımın önündeki en büyük engellerdendir. Olumsuz politik kültürün kaldırılması zamana ihtiyaç duy-masına rağmen yerel yönetimlerin halk katılımını sağlayan kanalları sonuna kadar açma-larının gereği her kesim tarafından kabul görmektedir. Katılım açısından en fazla sorun yaşayan kesim yoksullar olmaktadır. Yoksullar kendilerine dönük uygulamaların ne sahibi ne de yürütücüleridir. Yoksulların, yapılan hizmetlere yerel ölçekte daha iyi ulaşabilme imkânı olmasına rağmen önlerinde ciddi bariyerler mevcuttur. Yoksulların sorunlarına da eğilmesi gereken siyasetçiler, kentin çeperinden oy almasına rağmen idari kademede merkezileşerek elitleşmektedir. Bu durumda siyasette yabancılaşma kaçınılmaz olmakta ve yoksullar sadece seçim dönemlerinde değer kazanmaktadır. Bu çalışmada E- devlet uygulamalarının bu yabancılaşmayı azaltma potansiyelleri üzerinde durulacaktır.

The inadequacy of the political system and democratic culture are among the biggest obstacles in front of the high degrees of participation even if this obstacle is worn down partially. Although the removal of negative politic culture necessitates time, the need to wide open the channels of public participation by the local administration is approved by every segment of the society. The poor constitute the segment of the society that goes through problems and obstacle most in terms of participation. The poor are neither the owner nor the executive of the programs applied to themselves. Although the poor have a better chance of accessing to services provided locally, they still have serious obstacles in front of them. Politicians who in fact also have to concern themselves with the problems of the poor, become elites through administrative centralization even though they get votes from the periphery of the cities. In such a situation, alienation in politics becomes inevitable and the poor are valued only during the electoral periods. This study will main-ly focus on the potentials of decreasing this alienation through e-state applications.
