Günümüzün kaçınılmaz olgusu küreselleşme üretim faktörlerinin serbest dolaşımına imkan tanımakta ve ülkeleri sermaye çekme yarışı içerisine sokmaktadır. Gerek sermayenin elde tutulması gerekse ülkeye yeni sermaye girişinin sağlanmasında vergilerin önemi ve etkileri aşikardır. Bu noktada ülkeler gerek vergi oranlarını düşürmek suretiyle, gerekse vergi teşvikleri yoluyla vergi sistemlerini cazip hale getirmeye çalışmaktadırlar.Bu noktada Hong Kong coğrafi açıdan sahip olduğu avantajlara basit ve cazip bir vergi sistemi ekleyerek çoktan sermaye için cazip hale gelmiş ve adını gelişmiş ekonomiler arasına yazdırmış bir şehir devletidir.Hong Kong vergi sistemi benzer yönleri olmakla birlikte benimsemiş olduğu uygulama ve ilkelerle Türk vergi sisteminden farklı uygulamalar içermektedir. Çalışmada Hong Kong vergi sisteminde uygulanan vergiler, yer verilen uygulamalar ve benimsenen ilkeler ana hatlarıyla ele alınmaktadır.
Globalization, the inevitable phenomenon of our times, facilitates free movement of the factors of production and puts counties in a competition for attracting capital. The importance and effects of taxes are obvious both for reteining capital and for enabling new capital inflows. Therefore, countries are trying to make their tax systems attractive either by decreasing their tax rates or by way of tax incentives.At this point, Hong Kong is a city-state which has already become attractive for capital by adding a simple and attractive tax system to its advantages in terms of geographical aspects and been included among developed economies.Hong Kong tax system includes different applications from the Turkish tax system with the practices and principles it has adopted, although it has some similar aspects. This study outlines the taxes applied, practices included and principles adopted in the Hong Kong tax system.
