Cumhuriyet döneminden günümüze üstün yetenekli bireyler, özel eğitim alanının en çok göz ardı edilen grubu olmuştur. Milli eğitim sistemimizde uygulanan müfredat programları, normal öğrencilerin öğrenme kapasiteleri dikkate alınarak hazırlandığı için üstün yeteneklilerin eğitsel ihtiyaçlarına yeterince cevap verememektedir. Bu bağlamda üstün yeteneklilere yönelik programlar ve kurumlar tasarlamak yanında mevcut ortamların bu öğrencilere uygun olabilecek bir çeşitliliğe kavuşturulması için stratejik önerilere ihtiyaç vardır. Bu çalışmada, üstün yeteneklilerin eğitiminde Türkiye için, bir taraftan gelişmiş ülkelerdeki örneklerle ve bilimsel bulgularla uyumlu olan diğer taraftan da ülkemizin sahip olduğu koşulları dikkate alan öneriler, örgün ve yaygın eğitim kapsamında, farklı iki uygulama alanı olarak sunulmaktadır. Örgün eğitim kapsamında sunulan önerilerin temelinde, "olağanüstü üstün yetenekli" ve "dahi seviyesinde üstün yetenekli" öğrenciler için Bilim Akademileri adı altında tam zamanlı ayrı bir okul düşüncesi vardır. Yaygın eğitim kapsamında ise diğer üstün yetenekli öğrenciler için Bilim ve Sanat Merkezleri (BİLSEM) projesinin geliştirilerek devam ettirilmesi önerilmektedir. Yaygın eğitimde BİLSEM'ler dışında önerilen diğer uygulamalar; üniversiteler ve yaz okulları, okul saatleri dışındaki programlar, bilim merkezleri, aile destek eğitimleri, informal yetişkin grupları ve uzaktan eğitimdir.

Since the foundation of the Turkish Republic, a gifted individual has been the most neglected group in the field of special education. Because Turkish national curriculum has been developed and adapted according to the abilities and learning capacity of normal students, it does not meet the educational needs of gifted children. In this context, we need new suggestions in order to enrich the existing learning environments and be able to design new programs and build new cooperation for gifted children. Considering the principles of informal and formal education system, this study proposes two different fields of implementation which takes into account both the scientific findings retrieved from the previous studies conducted in developed countries and the contextual factors which pertain to Turkey. At the basis of these suggestions which are based on the principles of formal education system is the notion of "Academy of Science" which serves the special needs of the exceptionally gifted and the profoundly gifted. This study also proposes the continuation and development of the Science and Art Centres (BILSEM) project for the benefit for other gifted students as an application of informal education system. In the informal education, the proposed applications apart from BİLSEMs include summer school programs, afterschool programs, science centres, family support services, informal adult education and distance education.
