Atatürk, cumhuriyet ve demokrasi

Cumhuriyet, yönetim biçimi olarak halkın üstünde hiçbir otorite veya yetkili makam tanımamakta, devlet gücü doğrudan doğruya halkı oluşturan bireylerin elinde bulunmaktadır. Cumhuriyette en temel kural mutlak surette seçimdir.
Cumhuriyet, en büyüğünden en küçüğüne kadar devlet hizmetlerinin hepsinde veraset usulünü mutlak surette reddeder. Bunun yerine seçim ve tayin usulünü koyar. İşte cumhuriyetin özü ve gerçek anlamı bu noktada saklı bulunmaktadır.
Cumhuriyet, demokrasinin en gelişmiş şeklidir. Atatürk’e göre, “demokrasi prensiplerinin en asrî ve en mantıkî tatbikini temin eden hükümet şekli cumhuriyettir”.
Mustafa Kemal Paşa, Samsun’dan Sadarete (Başbakanlık) gönderdiği 22 Mayıs 1919 tarihli raporunda, “Millet, millî hakimiyet esasını ve Türk Milliyetçiliğini kabul etmiştir, bunun için çalışacaktır” demekle, Türk yurdunun ve istiklâlinin kurtarılması yolundaki parolayı bildirmiştir.
Atatürk başta olmak üzere, cumhuriyeti kuranlar; cumhuriyet ile beraber, her zaman demokrasiyi hedeflemişlerdir. Bu makalede meşruti bir sistemden, demokrasiye uzanan yolda Atatürk’ün konu hakkındaki görüşleri anlatılmaktadır.

Republic, as an administrative form, rejects any authority or power upon the people, but keeps the power of the state in the individuals representing them.
Election is absolutaly the basic rule of Republic. Republic unconditionally rejects any form of heredity in the governmental services from the biggest to the smallest, but applies to the system of election and appointment instead. That is why, the real meaning of republic is hidden at this point.
Republic is the most progressed form of democracy. According to Ataturk, “The best form of government representing the most contemporary and logical democratic principles is republic”.
Mustafa Kemal Pasha, in his report of May 22, 1919 which he sent to the office of Prime Minister says : “The nation has accepted the status of national sovereignty and will struggle for that”. By pointing out that he declares the parole on the way ta save the nation’s country and independence.
The ones who founded the Turkish Republic with Ataturk together had targeted at democracy with the republic at the very begining. In this article, Ataturk’s ideas about how was gone on the way of democracy from the autocratic system are described.
