Yeni anadolu otoyolu ve bolu dağı ulaşım sektöründe trafik güvenliği ve bolu ili için ekonomik etkisinin incelenmesi

Bolu Dağı Tüneli 1977 yılında planlanıp, 1993 yılında temeli atılan ve 2007 yılında tamamlanan Türkiye’nin yapımı en uzun süren tünelidir. Bu bölge Anadolu Otoyolu üzerinde hem coğrafi yapının olumsuz etkisi ile hem de batı ile doğu arasındaki ilk önemli geçiş noktası olması nedeni ile en yoğun trafik akışının yaşandığı kesimdir. Bu trafik akışının meydana getirdiği, ulaşım sektörü ve yarattığı ekonomik katma değerin Bolu İli’ne olan etkilerinin neler olabileceği incelenmiş, bu tür yatırımların diğer coğrafyaların özelinden ayrı olarak genel uygulama esaslarına göre bir model oluşturulmuştur. Bu modeli oluşturacak ana unsurlar belirlenerek bizlere sağladığı trafik akış güvenliği ve ekonomik faydalar tespit edilmiştir. Yukarıdaki tespitlerin belirlenebilmesi dahilinde aşağıdaki hususlar açıklanmıştır. Daha önce hizmette olan ve ihtiyacı karşılamaya çalışan D-100 Karayolu’nun ve Bolu Dağı geçidinin araç yük ve yolcu geçiş bilgileri, bu geçişin hizmetinde olan araç ve insan ihti yaçlarını karşılamaya yö- nelik kamu ve özel sektör yatırımlarının yapısı, istihdamı ve ekonomik büyüklüğü, trafik kazalarıyla bağlantılı can ve mal kaybına etkisi, Bolu ili özelinde yatırımlara ve sektörel yapıya olan etkilerinin birebir araştırılarak karşılaştırılmasında ilgili tespit ve mülakatlar, bu coğrafyada bulunan işletmelerin iktisadi yapılarında yaşanan değişimin tanığı olan işletmecilerin görüş ve değerlendirmeleri, projenin tamamlanmasından itibaren hizmete giren işletmelerin beklentileri ve geleceğe dönük yatırımlarının irdelenmesi gibi hususlar ortaya konulmuştur.

Bolu Mountain Tunnel is a tunnel planned in 1977 and its foundati on was laid in 1993 and completed in 2007, the constructi on duration of which lasted most in Turkey’s history. This area is a region where traffic is the heaviest because it is not only the fi rst important transition between east and west but also a motorway whose topographical effect is quite negative on Anatolian Motorway. After analyzing what sort of effects that the traffic flow caused, transportation sector and the economic added-value it has created for Bolu could be, a model has been created in accordance with general implementation fundamentals rather than the specific ones of other geographies for these kinds of investments. Determining the essential aspects that would constitute this model, the economic benefits and the security of traffic flow it provided to us have been established. By determining the findings above, the considerations below have been explained. The considerations such as the information about the pay-load and passenger of Bolu Mountain pass and D-100 main road which is trying to meet the need and was in service before, form of the public and private sector investments to meet the human and vehicle needs on this pass, its usuance and economic size, loss of life and property related to traffic accidents, the interviews and findings from the comparison made by researching its effects on the sector and the investments in Bolu specifi cally, the opinions and evaluation of the managers witnessing the change in the economic structure of the managements in this geography, the expectations of the managements run since the completion of the project and examining the investments in future have all been presented.
