Sosyal hizmet mesleğinin bir uygulama alani olarak toplum temelli ruh sağliği sistemi ve güncel değişimler

Bu çalışmada Türkiye’de toplum temelli ruh sağlığı hizmetlerindeki mevcut gelişmeler
çerçevesinde sosyal hizmet mesleğinin rolü değerlendirilmiştir. Bu anlamda “Ulusal
Ruh Sağlığı Politikası”nın (URSP), “Ulusal Ruh Sağlığı Eylem Planı”nın (URSEP)
ve psikiyatri ile ilgili makalelerin sosyal hizmet perspektifinden okuması yapılmıştır.
Türkiye’de “ruh sağlığı alanında sosyal hizmet sunumunun eksiklikleri nedir?” ve
“Toplum temelli ruh sağlığı sistemine geçiş sürecinde sosyal hizmet ne gibi bir konum
alabilir?” gibi sorulara cevaplar aranmıştır. Bu perspektifte ruh sağlığı alanında
Türkiye’de koruyucu-önleyici hizmetlerin gerekliliğine, bilgilendirme, güçlendirme ve
damgalama ile mücadele çalışmalarına değinilmiştir. Sonuç bölümünde ise ruh sağlığı
alanında sosyal hizmetin gelişimi için ekip çalışması ve kurumlar arası koordinasyon
anlayışının gerekliliğine dikkat çekilmiştir Ayrıca ruh sağlığı alanında uzmanlaşmış bir
sosyal hizmet eğitimine ve meslek yasasına olan ihtiyacın aciliyeti belirtilmiştir.

In this study, the role of social work was evaluated within the framework of current developments in community mental health services in Turkey. In this sense, “The National Mental Health Policy”, “National Mental Health Action Plan” and articles regarding psychiatry was read from the perspective ofsocial work. The questions such as “what are the deficiencies for provision of social work in the field of mental health in Turkey”, and “what kind of position can social work take in the process of transition to community-based mental health system in Turkey” were questionized.
In this perspective, studies in the field of mental health in Turkey about the necessity of protective-preventive services, informing, strengthening and fight against stigmatization have been mentioned. In the conclusion part, the necessity of teamwork and inter-agency coordination was emphasized for the development of social work in the field of mental health. In addition to this, it is pointed out that the necessity of specialized social work education and profession codes
in the field of mental health are urgency.
