Günümüzün esnek ve belirsizlik süreci, yoksulluk yaklaşımlarını değiştirerek yoksulluğu sadece ekonomik bir olgu değil farklı toplumsal açılımları ile kronik bir sorun haline getirmektedir. Yoksulluk çoğu ülkede olduğu gibi Türkiye'de de toplumsal, siyasi ve ekonomik yönleriyle ciddi bir problemdir. Türkiye'de 1980 sonrası politik tercihlerin çoğunlukla liberal politikalar odağında şekillenmesi, hükümetlerin yoksulluğa bakışı ve yoksullukla mücadeledeki politik tercihlerini değiştirmektedir. Bu bağlamda yoksullukla mücadele vatandaş olmaktan kaynaklanan haklardan öte hayırseverlik, dayanışmacılık, sivil toplumculuk ekseninde yardım odaklı tercihlerle ilerlemektedir. Bu çalışmada, Türkiye'de 1980 sonrasında yoksulluğa ilişkin bu dönüşüm hükümet programları üzerinden okunacaktır. Bu amaçla, 1980-2008 yılları arasındaki hükümet programlarında yer alan, yoksulluğun ve yoksullaşmanın nedeni, etkilenen/etkilenecek risk grupları ve temel politika önerileri ele alınarak yorumlanmıştır.
The current process of flexibility and uncertainty has been transforming approaches towards poverty which makes it not only an economic problem but also a chronic problem with its all social dimensions. Poverty, as in many countries, is a significant problem in Turkey with its social, economic and political aspects. Advancement of the liberal policies in the post 1980's era has been reshaping the vision and policy choices of the governments in terms of poverty and poverty mitigation. In this regard, poverty mitigation policies have been implemented on the basis of charity, solidarity, civic society and assistance rather than on the citizen rights. In this paper, this transformation will be examined through the government programmes after the 1980's. To this end, the government programmes between the years 1980 and 2008 have been interpreted on the basis of their contents on the reasons of poverty, influenced/to be influenced risk groups and basic policy recommendations.
