Kamu iktisadi teşebbüslerinin 1980’den sonra geçirdiği dönüşüm süreci ve istihdam sistemine etkileri

Devletin küçültülmesi ve ekonomik alandan çekilmesi politikalarının temel inceleme nesnesi olan KİT'ler, bu politikalara koşut olarak yeniden yapılandırılmışlardır. Bu çalışmanın amacı KİT'lerin kuruluşundan günümüze kadar nasıl bir dönüşüm geçirdiğini ve bu dönüşüm sürecinin KİT'lerde istihdam sistemini nasıl etkilediğini ortaya koyabilmektir. Kamu iktisadi teşebbüsleri, 1980'den sonra uygulanan neo-liberal politikalarla birlikte, akademik yazının ve pratiğin en gözde çalışma alanlarından birini oluşturmuştur. Bu çalışmanın önemi KİT'lerle ilgili birçok inceleme makalesi bulunmasına rağmen, KİT'lerde 1980'den sonra yaşanan dönüşüm sürecini ve bu dönüşüm sürecinin istihdam sistemine etkilerini eleştirel bakış açısıyla incelemesidir. Sınırlı sayıda çalışmada da kamusal istihdam sistemi belirli düzlem, statü veya kurumlar açısından ele alınarak incelenmiştir. Bu çalışmada, kamusal istihdam sisteminin, devletin idari yapılanması içinde istihdam türlerine göre bir bütün olarak ele alınarak incelenmesi önem kazanmaktadır. Çalışmada KİT'lerde 1980 öncesi ve sonrasında geçirilen dönüşüm süreci yasal düzenlemeler, yapı ve personel sayıları açısından karşılaştırılmalı yöntemle incelenecektir. Böylece KİT'lerin dönüşüm sürecinde meydana gelen niceliksel ve niteliksel değişmeler ortaya konulabilecektir. Çalışmada memur istihdamında azalma, sözleşmeli personel istihdamında artma, geçici işçi istihdamında ise önce azalma sonra artış sonucuna ulaşılmıştır.

Withdrawal of downsizing and economic policies of the State which is the basic object of SOEs, these policies are structured in parallel again. The purpose of this study underwent a transformation of SOEs since it was founded and how this transformation process in terms of demonstrating how it affects SOEs system. State-owned enterprises, together with neo-liberal policies implemented after 1980, academic writing and practice formed one of the most popular fields of study. Although there are many review articles on the importance of this study was to SOEs, the SOEs in the transformation process after 1980, and the effects of this transformation process and critical examination of the employment system. The public employment system in limited number of specific planes, were examined in terms of status, or institutions. In this study, the public employment system, according to the types of employment within the state administrative structure as a whole on the direction is important. In this study the process of conversion legislation passed in SOEs before and after 1980, the comparative method will be examined in terms of structure and staff numbers. Thus, quantitative and qualitative changes occurring in the transformation process of SOEs. As a result of study to reduction in the employment of civil servants, an increase in the employment of contract staff, temporary workers, the increase in employment has been concluded after the first reduction.
