Yoksulluk sadece devletin sorunu mu? kamu harcamaları açısından bir değerlendirme

Yoksulluk genel olarak ekonomik ve sosyal, kültürel haklardan yoksunluk olarak tanımlanmaktadır. Tanımda en fazla öne çıkan konu ise “yeterli bir gelire” sahip olamama durumudur. Yoksullukla mücadelede temel politikaları üreten ve uygulayan kurum devlettir. Ancak artan yoksulluk sorunu devletlerin bu konuda tek başına başarılı olmalarını da engellemektedir. Çalışmada yoksulluk olgusu, yoksulluk kavramı, kapsamı, Türkiye’de yoksulluk ve kamu harcamaları ilişkisi kapsamında ele alınmakta ve genelde devletçe mücadele konusunda uygulanan programlar ele alınmaktadır.

In general poverty is described as being deprive of some economic, social and cultural rights. However usually it is described as a situation in which there is not enough income. The main institution that produces and applies basic policies to struggle with poverty is the government. On the other hand increasing poverty makes it impossible for the states to be successful –individually- in struggle with the problem. In this study; the phenomenon and concept of poverty, and its elements are held within the framework of poverty and public expenditures in Turkey, and programs generally applied by the state to cope with poverty are evaluated.
