Türkiye’de genç istihdamı ve çözüm önerileri

İşsizlik ciddi bir ekonomik problemdir. Ülkelerin gelişmesinde önemli bir rol üstlenen gençlerin toplam nüfus içindeki payı Türkiye‟de fazladır. Türkiye nüfusu içinde genç nüfusun payının yüksek ve çalışabilir durumda olduğu düşünüldüğünde özellikle genç işsizlik büyük sorun teşkil etmektedir. Bugün, genç istihdamı Türkiye‟nin en önemli sorunlarından birisidir. Ancak uygulanan istihdam politikaları çoğunlukla genç işsizliği azaltmada yeterli görülmemektedir. Bu itibarla, aktif ve pasif politikaların öneriler çerçevesinde geliştirilmesi gerekmektedir. Türkiye‟de, işgücü piyasasında meydana gelen ya da gelebilecek değişme ve gelişmeleri izleyebilmek büyük önem arz etmektedir. Ülkemizde genç işsizlik oranları, toplam işsizlik oranlarının yaklaşık iki katı seviyededir. Türkiye‟de istihdam edilenlerin sayısında, sürekli bir artış görülmektedir. 2004-2012 döneminde, genç istihdamı nüfus büyüklüğünde önemli artış gözlenmektedir. Bu çalışmanın amacı, Türkiye‟de genç istihdam politikasını analiz etmektir. Bütün bu gayretlerin tek hedefi, Türkiye‟de genç işsizliği makul seviyelere indirmek ve genç istihdamı artırmaktır. Bu çalışma, Türkiye‟de genç istihdamı problemine çözüm bulunması konusunda önemli katkılar sağlayacak.

The unemployment is a very serious economic problem. Youth has an important role in the development of countries and Turkey has a large share of young people in its overall population. When it is considered that Turkish population is crowded and the youth population share and in working age, especially the youth unemployment issue constitute a major problem. Today, youth employment is one of the most important problems of Turkey. However; most of the time employment policies are not regarded as efficient for decreasing youth unemployment. In this respect, active and passive policies shall be developed in the frame of recommendations. In Turkey, it is very crucial to follow changes and progress in the labour market that have already occured or would be occurred. The youth unemployment rates of our country is nearly twice the level of the total unemployment rates. The number of employed persons in the Turkey has continously increased. In 2004-2012 period, it is observed that the size of youth employment population increased. The aim of this study is to analyze the youth employment policy of Turkey. The only purpose of these efforts in Turkey is to reduce youth unemployment to a considerable level and to increase youth employment.
