Yoksullukla mücadelede asgari gelir güvencesi: türkiye’de sosyal yardım ve hizmet sisteminde mevcut durum ve asgari gelir güvencesi ihtiyacı

Kaynağındaki nedenler, boyutları ve görünümü farklı olmakla birlikte yoksulluk geçmişten günümüze var olagelen bir sorundur. Yoksulluk, Orta Çağda Tanrı'nın bir eseri olarak görülürken, sosyal adalet düşüncesinin gelişimi ve refah devletinin teorik temellerinin atılmasıyla birlikte devlet müdahalesini gerektiren bir soruna dönüşmüştür. Refah devletinin gelişim sürecinde 1950'lilerden 1970'li yıllara kadar devam eden dönem, refah devleti önlemlerinin gelişme kazandığı, ekonomik büyüme ile birlikte yüksek düzeyde istihdamın bir arada görüldüğü bir dönem oluşturur. Yoksulluk sorunuyla mücadelede toplumdaki herkes için öngörülen temel gelir tartışmalarından sadece yoksulları hedef alan ve birçok Avrupa ülkesinde uygulama alanı bulan asgari gelir güvencesine uzanan tartışmalardaki çıkış noktasını ise refah devletinin geldiği aşama oluşturmaktadır. Buna göre, sosyal sigorta uygulamalarının ağırlıkta olduğu sosyal güvenlik sistemlerinin, özellikle 1970'lerin sonundan itibaren artan işsizlikle birlikte daha da önem kazanan yoksulluk sorunu karşısındaki yetersizliği dile getirilmektedir. Yoksullukla mücadele, yoksulluğun kaynağındaki nedenlere bağlı olarak çok boyutlu yürütülmesi gereken bir mücadeledir. Yoksullukla mücadelede ekonomik ve sosyal politikaların eşgüdüm içinde olması gerekmektedir. Türkiye'de işsizlik ve yoksulluk oranlarının yüksekliği karşısında sosyal yardım ve hizmet sistemi yoksulluğa karşı etkin bir koruma işlevine sahip değildir. Bu anlamda, yoksulluk sınırının altında yaşamlarını sürdüren kişiler için uygulama alanı bulan asgari gelir güvencesi hakkının sosyal yardım politikasının bir bileşeni olarak devreye girmesi gerekmektedir.

Poverty is a problem from past to present even there are differences in the reasons, dimensions and appearances. While poverty is seen as a fact that god creates in the middle ages, it becomes a problem which requires government intervention along with the development of social justice conception and the theoretical basis of welfare state. In the development process of the welfare state, the period from 1950s to 1970s is a period which represents improvements in the measures of welfare state and the economic growth rates along with high employment rates.The current progress in the welfare state constitutes the originating point in both the discussions about basic income which is envisaged for all people in society and the discussions about minimum income guarantee which is aimed at the poor and implemented in many European countries. In this context, the deficiency of social security systems in which the social insurance implementations loom large is began to be emphasized on the basis of high unemployment and poverty rates.Struggle against poverty is required a multi-faceted struggle in connection with the different reasons in the source. Economic and social policies should be in coordination to contend with poverty. In view of the high unemployment and poverty rates, in Turkey, social benefit and services system is not functional enough to protect the poor. In this framework, minimum income guarantee right, implemented for the people who live under the poverty threshold, is required to be included in social benefit policy as a component.
